His Honor the Mayor stated that the special meeting had beer called in order to have read by their titles the license and tax ordinances for 1872. Alderman Wigg, from tbe Committee on Ways and Means,'reported the fol? lowing ordinances, which received their first reading, were ordered for considera? tion at the next regular meeting, and to be published: AM ORDINANCE TO HSQULATE LICENSES FOB THE YEAH 1872. SECTION 1. De it ordained by the Mayor and Aldermen of the city of Columbia, in City Council assembled, That every per? son, firm, company or corporation, en? gaged in, or intending to be engaged in, any trade, business or profession herein? after mentioned, shall obtain, on or be? fore the sixth day of January, A. D. 1872, a license therefor, in manner pro? vided; those oommenoing business aftei the sixth of January shall obtain a li? cense before entering upon that business SEO. 2. If any person or peruous ebal exercise or carry on any trade, businee or profession, for the exercising, carry ing on or doing of which a license is re quired by this ordinance, without firs registering and taking ont snob license os ia that behalf reqnired, he, she o they shall; besides being liable to th payment for the license, be subject to penalty of forty (40) dollars, on convie tion before the Mayor or any court c competent jurisdiction; oue-hulf of th penalty, after deducting expenses of th prosecution, to be paid to the perso who first informs of tho matters an things whereby the penalty is recovered and the other half to the city. SEO. 4. In every license to oe take oat, under or by authority of this ord nance, shall be contained and sot fort the purpose, trade, business or profei sion for which such license is grautet and tho name and placo of business < tho person or persons taking out tb earoo; if a wholesale or retail dealer i goods, wares and merchandize, tb amount, extent or valno of the bnsinei intended to be carried on. That all persons who may commence a permanent business in the city of Columbia subs?quent to the time fixed for making tax retaros, paying the oity taxes and procuring annual licenses, shall, after the lapse of one month from opening business, make returns to the City Clerk of the value of the stock and other property employed therein, and pay their taxes and licenses; the taxes on the value of the said stock and other property to be charged for the fall fiscal year, bat tbe licenses to be paid in pro? portion to the remainder of the said year: Provided, however, That all tran? sient dealers shall pay their fall annual licenses to the close thereof.
