Gatrr&KMHN: I have convened yon this
morning for a most important and solemn
purpose. The day before the election, I
charged yon upon the eleotion laws, and
asked your co-operation to maintain the
purity o? the ballot-box by the prompt j
iudiotment of all peroone charged before
your body with, any manner of eleotion
frauds; and I am glad to know that tho
decisive position this court and your
body took deterred many from the per?
petration of contemplated frands opon
the ballot-box, and that those who were
so utterly reckless end woo ld take no
warning will meet with the speedy jos
. tioe their crimes merit. The election is
over,and the same reason that compelled
me, in behalf of the pablio good, to
charge yon in relation to tho eleotion
laws, now demands my convening yon
this morning. We are in the midst of a
moBt vital municipal crisis. We all know
that for months certain persons have
been pnblioly charged with oommitting
the most stupendous frauds against the
oity treasury; and, from official sources,
we learn that this great ii uanoi al and
commercial metropolis, this city, the
pride of the whole Union, bas been
brought to the very verge of bau kr up toy.
She has been not only nearly ruined
financially, but her fair fame has been so
tarnished that she stands only as a
by-word of seora and contempt among
all good people. This state of affairs
cannot and must not longer exist. Many
of oar foremost and honored oi ti zens |
have combined il to investigate these
frauda and to bring the guilty to punish?
ment, and I baye no donbt there is suf?
ficient evidence'lo bring abont this con* ]
summation. Your ' body is omnipotent;
you are responsible to nobody; yon can
send for witnesses and for papers, and
oan command the strong arm of the law
to compel obedience to your sommons.'
I would suggest that yod send for such1
men as Charles O'Oonor, whoso great
and fearless , honesty and abilities have
been brought to bear in the investigation
of these frauds and the prosecution of
the perpetrators. This is an important
duty, gentlemen, and one which should
be fearlessly performed. Many of the
alleged crimin?is, it is said, have fled
from the oonntry, while yet many re?
main. Bot this matters not. When the
power of the law ia put forth it will
reach them, wherever they may be. I,
therefore,.argo yon, both as citizens and
as sworn grand jurors, to immediately
institute a rigid investigation into all
these notorious frauds, and to present all
whom may be believed to be guilty,
never mind who they may be, for the law |
ia no respecter of either political parties
or' private or public persons. In this
great doty I know the learned District
Attorney will aid yon to the best of his
ability. Personally and officially I have
always been opposed to corruption, both
in high places and low places, either
among private or pnblio persons, and I
desire, at this imminent orieis, to place
myself upon the reoord as one who will
do all in his power to punish the perpe?
trators of these frauds, and to lend his
aid in restoring public confidence and
regaining for New York her onoe envied
position.
Wheeling into line, the Springfield
Republican, one of the ablest Badioal pa?
pers published in the oonntry, comes
ont strongly against the renomination of
Gen. Grant, assuming that it will split
the Badioal party, and "thns render a
Demooratio Buoeesa not only possible bat
probable." This.is the slogan now ring?
ing across the hills of the North,, bring?
ing' as mach hopeful oheer and succor as
that which-was borne npon the morning
breeze at Lucknow. A general disgust
touching the sordid satrap who disdain
folly administers our government, seems
toi be rapidly permeating every corps and
division of his party. Everywhere the
thoughtful and patriotic are ooming ont
from amid the foal party, and are taking
their places ander the banner of reform.
In vain his personal and interested parti?
sans rag? with impotent fury; the le?
vees whiah he reared around tho ear
rent of his power are undermined, and
ere long will come the avenging flood.
THE REMEDY AGAINST THE STATE PLTJN
DJESSS. - - The PHOENIX and others are
urging legal proceedings against Govern?
or Scott and other State officials, charged
with fraudaient issues and ase of bonds
of the State. The PHONIX is right.
The troth may be got at possibly ia the
courts, and the State may possibly secure
a little of the large suma of which, ac?
cording to report, she has been olearly
robbed. If a civil mit against the State
officials should discover frauds practiced
upon the State Trei-sury, then a crimi?
nal proceeding should follow, and im*
peaohment of the Governot, if he is
