The Trial Justices in the city of Charleston alone entail npon the County an expenditure of about $36,000 a year. I would therefore urge, in addition to my . former recom? mendations ou thia subject, that the office of Trial Justice be abolished in the city of Charleston, and that, in lieu thereof, three Police Judges be created * for that city, who shall receive adequate salaries, and shall exercise the jurisdic? tion vested in Trial Justices. I would further recommend tbe appointment of one Police Judge in each ol onr princi? pal towns, dispensing with Trial Justices therein, and vesting in such Judges the judicial powers now exercised by the Mayors' Courts, as, ander existing Aots, tho Mayor? and Intendants of oar cities and towns may crowd our jails with pri? soners sentenced for 'trifling offences, thus increasing the expenses of the seve? ral Coon tiec. I recommend that the office of Re? corder of the city of Charleston be abolished forthwith. Although the Recorder receives a salary of $2,500 per annum, and hua a clerk at 8600 per annum, payable by the city, I am credibly informed that he hos not held more thau two sessions of the City Oourt, for the trial of oriminal and oivil ca uses, daring the past ten or twelve yeera. It is a mere excresceuoe on our jud ici ul Bystem, and the people of Charleston should no longer be taxed to sustain it. I wonld especially direot your atten? tion, in this connection, to the propriety of reducing the salaries of the Clerks of the. Banale And HOOBO. Taking the number of days on which these officers are presumed to be employed, their com? pensation per diem, respectively, is more than five times greater than that re? ceived by a member of tho body in which they are subordinates, while the annual aalary of each eqnals the highest received by any officer in tho State, ex? cept the Chief Justice. This is an ano? maly without precedent in any other State, and unwarranted by the present condition of the State Treasury. I recommend that the present system for the pnblio printing bs changed with? out delay, and the great drain upon the Treasury, caused thereby, checked at once. The authority vested in the Clerks of the Senate and House, io re? gard to the printing, should be rescind? ed, and a proper safeguard, and a rigid system nf accountability instituted, to insure the strictest economy in this very considerable branch of the public ex? penditures. It should not be left to tbe discretion of subordinate officers of the General Assembly, however honest and judicious they may be in thc discharge of euch a trust. The exiatiug system baa involved an expenditure for printing so great as to have proved a real calamity to the State. It has certainly eventuated in a cou tract for the public pr>ntiug which ia a flagrant fraud upon the Trea? sury, and should be instantly annulled. I have asoertsined that the company with whioh the printing contract has been made, to wit: the Republican Printing Company, neither owns nor control'- any journal or printing estab? lishment, and is even without legal ex iatence, but hos the work executed in this olty at tbe regular market rates, and thus derives an immense profit from the Treasury of the State, without any out? lay on their part. STATU BKVKNOES. Under existing law* for the assessment and collection of taxes, real estate is made to bear un undue proportion of the bnrdens of taxation. For the purpose, therefore, of raising a sufficient revenue to defray the current expenses of au economical administration of tho State, and meet its obligations to its creditors, whilo at the same time lessening its tax on realty, I mako tho following recom? mendations. These recommendations, if judiciously carried out, will secure the payment of taxes on classes of property hitherto practically oxompt from taxa? tion, and tend to utilize all legitimate sonroes of State revenue. Tbe balk of the cotton and rice is shipped from the State or sent to market iu the interreg? num between the annual assessment of taxes, and is thus pmoticully exempted from taxation, contributing hut a small share to the amount of revenue derived from the tax ou personal property. A tax on these im portant and valuable pro? ducts, such as they may reasonably bear without checking production, and ac? cording to value, ahould bo especially provided for, and the necessary measures enaoted to insure its collection with cer? tainty. TUB PHOSPHATE DEPOSITS. Thia vast natural source of revenue has not yet beeu utilized, but a compa? ratively small revenue having thus far been derived from it by the State. I re? commend that some proper officer be designated by law, whose duty it shall be, by actual inspection and measure? ment, to asoertain the number of tons of phosphate belonging to the State,' that
