It, evidently, makes considerable difference with that journal ns to who steals the public funds." Strikeout World aud write Union and Republican aud Radical nud write De? mocratic in the above, and the parallel is perfoct according to tho lattor's rendi? tion of tho original. It makes all con? ceivable difference with tbs Union as \ti who steals tho bard earnings of the im? poverished people of South Cand?na. Hundreds of thousands of it have been stolen, by the party of which tho Union is tho organ, uud tho facts havo been noised abroad, become notorious, and been ndmittod by some of its own party, uud "mum bas been tho word" which governed its course from the start. But bad there been Democrats in office, and a shadow of a showing upon which to predicate a charge, we make no doubt, from tho facility with which it trumps iiip Ku Klux stories, it would have rung the changes on "D?mocratiecorniptiou" for whole months instead of week?. Wis ure u little surprised that thu Union should so pluiuh uncover and expuse its vulnerability. Its house of transparent, fragile glass, don't admit of such stoue throwing, at all, ut all. And here we shall simply note tho dif? ference between tho two parties, under this beading. Fraud is disco vered in the administration of Tammany, uud the purty demand investigation-the rtink iind-file clamor for it, and for the dis? placement of tho guilty parties, if so found. Aud the itiveatigutiou is being hud. Contra. Tho whole Radical house, from Gratit'H inner circle dowu, is bouey combud with corruption. Millions lipon millious have been stolen, in Federal and Stute aud municipal oflice, under Radical auspices, until the political at? mosphere of tho whole country has be? douin tainted-the truth of it being es? tablished and udmitted-und yet it is permitted to go on. Who is responsible for all this fearful demoralization? [Sumter Watchman. SAFETY'DRIVING APPARATUS.-This is the uocne giveu to au invention by Mr John L. Arnold, of Liowudesville, which is quito a novelty, und wo think is des? tined to create a sensation wherever known. Mr. Arnold has applied for n patent, aud will probably secure it iu a few days. It is u cheap, safe contrivance, ?iud supersedes the expensive, elaborate harness now in use. As yet, tho appa? ratus is intended for uso with a single horse in shafts, but we aro told by the inventor that it can easily be adapted to a pair of horses. We will not enter upon a detailed description of this curi? ous appliance, but will simply refer to its chief feature, numely: that of perfect aeourity and sufety in ouse of danger. Attached to the bit uud harness is a cord that can bu used to unhitch tho horse; And in cuse of necessity, the driver can retain his seat in tho buggy und detach the horse from the vehicle in an instant, at the sumo time controlling the shafts and stopping tho vehicle. We under? stand that it has been testod thoroughly, and has given entire satisfaction to every person who has examined it. As nu evi? dence that the invontioii is considered an important ono, wo will state that Mr. Arnold has already received communica? tions from Northern houses, whoso rep? resentatives examined the model in the Patent Office, in reference to the salo of tho patent right for the Northern States. The inventor will exhibit tho apparatus at our Fuir in November, whou oppor? tunity will bo giveu to test its merits. A draft, of thin invention eau be socu al our oflico.-Anderson Intelligencer. I Anderson Intelligencer. France and Germauy have como to an understanding on tho customs treaty for Alsaoo and Lorraine. This now compact hus beeu signed, und now needs ratifica? tion to render its provisions practically effective. As fur as known the compact iu question stipulates that all products of Fiance shall enter the re-oouquered provinces free of duty for twelve mouths, und that France may import free of all imposts, for tho same period of time, the wares and cereals of Alsace and Lorraine. This agreement is cer? tainly utlvuntiigooiis to France, and will, no doubt, bo ratified by tho republic with as little delay us possible.
