A resolution was adopted, also, asking the refunding of the cotton tax, as well as the'taxes paid on coal, iron, oil and other articles. The other ohief measures adopted were as follows: A report of tho ..Com? mittee on Navigation relative' to Ameri? can ship-building, protesting against local.rates on ships and cargoes as op? pressive in many ports, and asking Con? gress to pass a law applying to all ports equally and fairly; especially complain? ing of quarantine exactions at the port of New York; asking that rates of pilot? age should be equal and fixed, exoept.in oases of great danger; recommending the establishment of seamen's homes; approving of the views of Secretary Robeson in reference to the establish? ment of ship-yards for. building iron vessels. A report of the Committee on Foreign Commerce, recommending sub? sidizing American steamship linea to Central and South America and Mexico; also, declaring the present ouBtoms sys? tem no longer adapted to the require? ments of the nation's commerce, and ask the adoption of a tariff suited to its present condition. A report of the Committee on the Mineral and'Mining Interest, recommending complete geo? logical and mineralogical surveys of all the States and Territories of the Union, by Government authority, and asking the enactment of stringent legislation to prevent accidents to miners. A report on State inspections, recommending either the total abolition or proper amendment of all State inspection laws, whioh are declared inimical to tho pro? per pursuit pf trade. Also, recommend? ing the passage of State laws for the in? spection of stationary boilers on land, and referring the subject of general pilot laws to the next session of the convention, in order to allow the Vir? ginia delegation to more fully present their grievances. There was u resolution adopted also, from a special committee, asking Congress to pass a general amnesty law, as was done by the previous convention. How far some of 'the measures recommended may transcend political ideas heretofore favored by many, will be a subject of inquiry, but there cannot be a doubt that generally the body has been entirely national in its tone, in keeping with its title. One of the final measures adopted was the appointment of a special committee to memorialize Congress in regard to building new or purchasing - tho present telegraphic lines of the country-the propriety of which there is certainly much reason to' question. Considerable unfinished business was referred to a committee, whioh was appointed to-take charge of it, and report to tho next con? vention. It was a matter of regret that the North had so small a representation in the convention. What there wai of it was good, and our neighboring State of Pennsylvania was ably represented. We do not like to assume that the I North, feeling secure in its present com- ! meroial ascendency, and possessing such controlling influence as to secure its own demands, does not feel a very lively interest in measures for national commercial development. The conven' tion has shown, by its comprehensive, labora, and in its rising above all parties, an example which Congress might ad? vantageously imitate, and its renewed recommendation for general amnesty evinces a wise appreciation of . that! which is just in itself, and has also a I practical bearing upon tho welfare and 1 prosperity of the country.
