As long aa tho matter was involved in somo doubt, it waB better to fix the rato too high than to incur tho risk of mak? ing it too low; because, in tho former case, tho error could be easily remedied, at least in part, by returning to tho policy-holders, at certain intel vals, such portion of the premium charged aa waa found necessary for tho purpot-es of tho business and the completo security of tho company.
