Lowe, has forwarded to the Secretary of State the following translation of a report of an earthquake in Bathang, in Szchuen, made by the Chinese . Governor-General of tho pro? vince in which it o cou rr ed : I have 'ascertained- that Bathang lies on a very elevated spot, beyond tho bor? ders of the province, about 260 miles West from Li-tang, and more than thirty post stations from thc district town of | Ta-tsien, on-the high. road to Tibet. M., on the 11th of,| April, 1870, the earth trembled BU vio? lently that the Government offices, tem? ples, granaries, stone and storehouses and fortifications, with all the common dwellings and tho..Temple of Ting-Lin, were at onae overthrown and ruined. The only exception was the hall in this Templo ground* called Ta-Ohao, which stood unharmed in its isolation. A few of the troops and people escaped, but most of tho inmates were crushed and killed under the falling timber and stone. Flames also soddenly burst out in four places, which strong winds drove about until tho heavens were darkened with smoko, and their roaring was mingled with the lamentations of the distressed people. On the 16th the flames were beaten down, but the rumbling noises were still heard underground like distant thunder, and the earth rocked and rolled like a ship in a storm, at the mercy of tho waves.; The multiplied miseries of the afflicted inhabitants wore increased by a thousand fears, but in about ton days matters began to grow quiet and the motion to'cease. As nearly as is ascertained, there were destroyed two large temples, tho offices of the oolloo.tor of grain tax, the local magistrate and the colonel, the Ting-Lin Temple, and nearly 700 fathoms ot wall around it, and 351 rooms in all inside; | Bix Bundler temples numbering 221 rooms, besides 1,819 rooms and houses of the oommoh peoplo. The number of people, soldiers and, limos killed by the j crush was 2,298, among whom were the] local magistrate and his second in office. The .earthqunko extended from Ba? thang . Eastward . to Pang-chah-muh, Westward to Nan-tun, on the South to Lin-tBah-shih, -arid cu tho North to the salt wells of Artuntsz, a circuit of over 400 miles, It occurred simultaneously over, tho i whole of this region, lu some places steep hills split and sunk into deep pits; in others, hills on level spots I became precipitous cliffs, and tho roads I and highways were rendered impassable by obstructions. Tho people were scattered and beg? gared like autumn leaves, and this ca? lamity to tho people of Bathang and vicinity was really ouo of tho most dis? tressing and destructivo that has hap? pened. The Governor-General twice | memorialized the Emperor respecting it, who granted aid to relieve the misery, re-opeu the roads between the post houses, and rebuild or repair tho.offices and dwellings as they wore needed. Many aro now resuming their occupa? tions, and the roads are everywhere pass? able. . The descriptions of Faris juot before the culminating horror of tho last few days of tho siege aro terrible pictures of the misfortunes of the gay city. The streets wore darkened early in tho even? ing, by the order which commanded lights tu bo extinguished, and thu cafes closed at ll o'clock. Peter's and a fo.w favored foreign resorts managed. to stretch ont tho time until 1 o'clock in the morning, ,aud these ove ry night were full. EXPLANATION OP THE CERTIFICATE AWARDS. Purchasers select their own numbers anywhero from 1 to 78, and, for example, Bay, pay for tho same one dollar. Tho vendor gives tho purchaser a Certificate, with thc number or numbers selected, and enters tho same number or numbers upon tho Company's Register, (with tho amount so paid,] to bo returned to tho Oflico of the Company by tho vendor beforo tho rafllo takes place. Purchasers may select a ono number certif?calo, or a two number certif?calo, or a threo number certificate, or a four number certificate. A siuglc number certificate means a singlo number selected by the buyer any where from I to 78, and should that number bo taken out, in tho twelvo numbers so taken from tho Radio Cylinder, tho purchaser will bo entitled to an Award of four timos tho value of shares in tho raffled property, or cost of tho original certificate of shares. A two number certificate means if tho two numbers an tho certificate comes out in the twelvo numbers taken from Ibo Hallie Cylinder, will entitlo tho successful holder toan Award of shares in the rallied property of twenty times the value or cost of tho original certificat o of shares. A threo number certificate means if tho three numbers on tho certificate como ont in thc twelvo so taken from tho Rafllo Cylinder, will entitle tho holder to an Award of shares in the rallied property of 120 times the valuo or cost of tho original certificate ol shares. If but two of the numbers aro ont in tho threo on tho certificate, tho purchaser will rcccivo an Award of twico tho amount of tho valuo or cost of tho original certificate A four number certificate means if the four numbers on tho certificate como ont in the twolve BO taken from tho Rafllo Cylinder, tho purchaser will be entitled to an Award of shares in thc rallied property cf SOO times tho valuo or cost of tho original 'certificate of shares. If but three of tho numbera on the certificate arc out in tho rafllo, tho purchaser will receive an Award of shares in tho rallied property of ten times tho valuo or cost ot tho original cer? tificate of shares. A person may invest in a ceitificalo of shares in these radies an amount email or large as he pleases.
