Tho Superintendent of tho Water Works shall, except otherwise prescribed, act according to tho directions of said Committee. . SEC. 8/ That tho Superintendent, subject to tho control of the Committee, shall have a general charge of tho reservoirs, engine houEe, and all the buildings, fire plugs, fixtures and pipes erected or laid down for tho Water Works, and of the lands on which tho said reservoirs, engine house and buildings are. Ho shall carefully . inspect all ports of the wx>rks, and haye the same kept in good order [" and in proper operation, and tho water furnished as ptii-c and clear V' as practicable^ with ^omptness and regularity,, at the city build? ings, and to ell persons entitled to its use under the provisions '" hereinafter contained. -'SEQ, ?. Tliat tho Superintendent, or his assistant, shall remain at tho engine house, and it shall bo their special'duty to take good caro of the buildings and-machinery, and to raise steam on the alarm of . 'fire, unless otherwise instructed. SEO. 6. That subject to the control of the Committee, thc Supcriu . tendent may employ in and about the works such men as he may deeni suitable and necessary. Ho shal? keep an account of their -I names, the kind of work done by them, and the days of tho weok or " month they work. Ho shall quarterly present to the Committee a .. statement of the materials, tools, *aiid other articles necessary for carrying on the works for the f oho wing ?quarter, and an estimate of their .cost. And subject to such restrictions as may be imposed by the Committee, the Superintendent may purchase such materials, I tools and other articles. What may be so purchased shall be taken care of by him and used as required. All bills for the same shall, .within three months, bo laid by thc Superintendent before tho Com? ?-mi ttee. - SEC. G. That it shall be the duty of thc Superintendent to innko ? and preserve, for the uso of the Committee, a map, or: plan, of the location of tho street mains, showing tho course, distance and sizo /. . of each of them; and on said map, or plan, he is to lay down every extension of said mains as soon as such extensions are made, and on the said map the location of every stop-cock and hydrant shall bo properly designated. And in a book to be kept for tho purpose, said Superintendent Bhnll enter, from time to time, the quantity, ? , description and cost of materials and labor used and employed in f . H extending ?he street rhnuis, and quarterly ho shall make an abstract ?J 'from said book, and submit tho same to tho Committee. ' [ SECI 7. A book sholl be kept in tho Superintendent's office, with a caption importing that tho owners of property whose names are undersigned, request that water may bo introduced upon the pre? mises mentioned opposite their respective names, upon the terms prescribed by tho ordinances of tho city. When tho owner of any property within tho range of the pipes applies for the introduction of water into-his premises, he or his agent shall write his name in said book, under said caption, and write opposite thereto tho date and number of his application, the location of his premises and the purpose for which the water is to be used. The city water shall not be introduced into the premises of any applicant until there is written what is here required, and shall receive from tho Superin? tendent a written permit thereof. SEC. 8. That after there is written what is so required, water from the main pipe in tho public street or alley shall, without delay, be "conducted by the Superintendent to tho applicant's premises, by means of suitable service pipe and fixtures, with a separate attach? ment for his particular house or tenement. No hydrant or cock shall be allowed to be on a sidewalk, or in an exposed situation, from which water, may bo token without detection ; and there shall be placed on ? the service pipe, near the curb-stone, a stop-cock, (with an iron cover marked "City Water Works,") so that the supply 'of water , ", may be stopped at any time when it is proper to do so. The said applicant may have tho water introduced into his premisos from the Eervice pipe laid down by tho Superintendent as above directed, by means of, suitable servico pipo, hydrant and fictures: Provided, Such work be conducted by practical and competent plumbers, and the materials usod in the construction thereof be of the best quality, - and of such, weight and description as tho Committoo may prescribe in the particular caso, pr may proscribe for such work iii the imrt of i the city where tho same is located: And provided, That on the completion of the work, and before tho water is turned into if, notice thereof shall be given to tho Superintendent or Iiis agent, and the work be by hun inspected and approved. SEC. 9. That the supply of water to any person shall he on condi? tion cf his paying a water rent at tho rates hereinafter proscribed SEC. 10. That thc Special Committee' on Water Works are hereby authorized and required to enforce tho preceding and following sections of this ordinance; and they are further authorized to adopt such further rules and regulations as may bo necessary to place the caro and management of tho Water Works in all and every particu? lar fully under their control. SEC. ll. That the following shall bo tho ratos, annually, payable quarterly, in advance, by such persons as comply willi this ordi ordinauce, and uso tho water supplied by tho City Water Works for ono year. RAILROAD STATIONS.-For hydrants, each $10; water-closets, each, self-closing, $5; locomotives in use, each $75; stationary engines, each, per horse power, $5. CONFECTIONERIES.-For each, if connected with a dwelling and used by tho same porson, $5 ; each, if seporato from a dwelling, $10. DYE HOUSES.-For each, according to size of business,, not less than $15; if steam boilers are used, per horse power, $5. GAS WORKS.-For each retort, for rosin, $40; each rotort. for other gas, purified with water, $45. LAUER BEEB, SODA WATER OR BOTTLING ESTABLISHMENTS.-For water used in each, according to size, $25 to $50; soda foimtains, $10. PRINTING OFFICE?.-For each press, besides the usual charges for , other purposes, $5. . . . . FOUNTAINS.-For each, in a yard or garden, $20; Xor each, in a store, $5. PUBED.- BUILDINGS.-A theatre, $20; a concert or other public hall. . $10; schools, for one hydrant in yard, $8; a church, free. BILLIARD SALOONS AND BAR ROOMS.-First Class bar room, $25; second class bar room, $15; third class bar room, $10; water closets, etc., at hotel rates. BLACKSMITH Snore.-For uso in shop oidy, $10. "WAGON YARDS, SALI: YARDS AND HORSE LOTS FOR DROVERS.-FOP each, $30. Frorided, That no steam engine is to be supplied at the rates before slated, unless the wator is taken in tho same building for tho usual purposes. The rates for stores are for stores alone. H the upper or an^' other part is occupied by tho store-keeper or his family, then the whole concern is to be rated as a dwelling. Offices connected with dweUinps nnd under the same csre, to be charged at the samo rate as dweliiugF. If separate, and not strictly private, an additional chjaage will be made. The size of nozzles forWash pavements; sprinkling streets, water? ing gardens and yards, is to bo determined by the committees and Superintendent; and the size of jets ipr fountains is to be deter? mined in the same way. SEC. 12. That any porson who shall draw or carry awoy water from a spout without having contracted so to do, shall be fined for each and every offence not exceeding forty dollars. Any contractor for tho water, who Bhall suffer any unauthorized pereon to draw or use water from his or her spout, shall be subject to a fine not exceeding forty dollars for each and every offence, and be liable also to have his, her or their supply of water out off. If any per? son shall suffer any hydrant on his or her premises to remain open so as to waste the wator, except for the purpose of cleaning the pipes or to draw off the water unfit for use, such person shall be subject to a penalty not exceeding forty dollars for each and every offence. The Superintendent of Water Works is hereby authorized and empowered to enter into any house or lot where service pipes have been eorried, for the purpose of examining thc sam's; ana any Sorson who shall molest or interrupt the said Superintendent in the ischarge of said duty, shall be subject to a fine not exceeding forty dollars for each and every offence. It shall be the duty of said Superintendent, and other officers of the city, to report to the City Council all violations of this ordinance which shall come to their knowlodgo. So, likewise, if any hydrant, cock or other fixture be found leaking, and the owner or occupier of the premises shall refuse or fail to have the nocessary repairs made, the Superintendent shall stop the water from said lot or tenement, and there sholl be a fine of not exceeding forty dollars on any person who shall turn on the water before such repairs are made. SEC. 13. Notwithstanding tho preceding provisions, the Com? mittee may grant to any poor porson, without charge thcrfor, license to use the water from a hydrant on another lot or tenement, with permission of the occupier thereof. The Superintendent shall keep a soparate list of all licenses granted under this section. SEC. 14. Nothing in this ordinance shall prevent tho occupier of a lot or tenement, supplied with city wo^er, from having, when bib' hydrant or pipe is out of order, the use jof water from o hydrant on another lot or tenement, with the permission of the ocoupier theroof, not, however, for a longor period than five days, nor prevent any person from taking city water to extinguish fire; nor provent city water from being usod by a fire company in examining, or practic? ing, or cleaning and putting in good condition their engines and hoso. Ssc. If?. That it shall bo the duty of the Superintendent to report to the City Clerk the names of the water tenants, aijd to moko a monthly return of all additional names; and it shall be the duty of tlie City Clerk to lay such reports before tho Committee whenever required, and receive and abide by such instructions as they may consider expedient to givo in relation to defaulters; aud if any water tenants are m default for the ?puce of three months, he shall furnish the Superintendent with a list of their names, and direct him forthwith lo proceed with such measures ns may be necessary to stop the water front them.
