SEC. 4. Be il further ordained, That the said Board bf Health, or
any member thereof, shall have power, and aro hereby invested
with full authority, to enter iuto and upon any lot, ground or pos?
sessions of any person pr persons, and thoroughly to examino tho
samej'^arid wiieno ver tho'Said Board, or any member thereof, shall
haye, cause .to suspect that any foul or noxious effluvia originates or
is~colfCcTC?^?n any house,^cellar, or in any enclosure whatever, shut
up from public View, they, or any ono of them, may demand entry
therein, and direct the same tb 'be,, opened and ventilated, or the
cause of such effluvia to bo removed, ns may bo 'deemed necessary;

shall refuse or delay tb open tho same, or suffer it to bo examined
and ventilated, or removed as aforesaid- or shall in anywise obstruct
the said Board, or any member thereof, or any policeman pr other
officer, in discharge of his or their official duty, such owner or
occupant'shall :be fined not exceeding .twenty, dollars for each and
every day ho, she or they shall so neglect, refuse or delay, after
?i demand by said Board, or any member thereof; and shall also defray
all expenses incurred in the removal pr .suppression of* such

.SEC.' 5: Be it further ordained, Tbat it shall bo tho duty of the
Citj. Clerk to act as clerk of the said Board of Health. * .
, SEC. G. Beit further ordained, That it shall bo the duty of the
Chief bf Police, or acting Chief of . Police, to make diligent inquiry
as to. all.nuisances wbich may exist within the city; to receive all
complaints which may be made to bini concerning the same, and to
report immediately to any member or members of the Board of
Health having charge of the Ward in which such nuisance exists;
and it shall be the duty of tho said Chief of Police, or acting Chief
of Police, to attend the meetings of thc Board of Health when
required, and obey such instructions as said Board of Health may
give relati"e to the health of the city.
SEC. 7.! lc il further ordained, That tho Chief of Police, or acting
Chief of ..olice, shall have power, and is hereby authorized and
required, to demand entrance into any lot, building, cellar or enclo?
sure wherein ho may suspect any nuisance to exist, for thc purpose
of ascertaining whether any such nuisanco docs exist therein; and
if tho owner or occupant of any such lot, building, cellar or enclo?
sure shall refuse to permit said Chief of Police, or acting Chief of
Polico, so to enter for tho purpose aforesaid, or shall otherwise
obstruct or hinder him in thc discharge of tho above duty, such
owner or occupant shall forfeit and pay for each and every offence
a sum not exceeding twenty dollars.
Spa, 8. Be il further ordained, That the second section pf an
ordinance passed on tho lGth day of April, Anno Domini 1851,
entitled f<Ah; Ardiiiance to establish a Board of Health," bo so
amended as to require, that every physician in the city of Columbia
shall report to thc said Board of Health (within twenty-four hours)
the occurrence of any cas? of contagious or malignant disease in
his practice, under a penalty of tun dollars for each and every caso
which he shall neglect, (within twenty-four hours after his know?
ledge thereof.) to report-said line to be collected by information
before tho Mayor, or any one of the Aldermen. ?
SEC. 0. Be il further ordained? That this ordinance shall talco
effect from and after its ratification, and that nil ordinances and
parts-of . ordinances heretofore of force, repugnant to this ordi?
nance,, be, and the same'are hereby, repealed.
