Wo begged for Borne restrictions upon tho dogma of "universal Buffnigo." Wo plead'that oven Massachusetts required an educa? tional qualification in her constitution. But no, nothing would do but a sweep? ing provision in every ono of tho carpet? bag constitution?, declaring that overy male negro, twenty-one years of ago, was entitled to voto. We have now the result. Wu arc told that there are disorders all through the South; we are told that tho Republican party in Louisiana, Florida and South Carolina is grossly corrupt and incompe? tent to administer the government. A special correspondent of the New York Tribune, despatched to Sontb Carolina for tho parposo of ascertaining the truth with regard to the condition of affairs in that State, writes back to the Tribune that the negroes have become the "mas? ters" in South Carolina,- and that they aro, as a class, "ignorant, superstitious semi-barbarians, but little elevated in intelligence above their kindred in Afrioa." Upon these people, says tho correspondent, "not only political rights have been conferred, bat they have absolute political supremacy. They are the governing class in South Carolina, nud a oln8o moro totally unlit to govern does not exist upon tho face of tho earth." Here is tho testimony of the Tribune's own selected agent, whom the Ti-ibunc pronounces "capable, trustworthy, can? did and truth fol." So that wo have a confession of tho utter madness of tho reconstruction polioy in South Carolina. A olass totally ."unfit to govern" do go? vern, and "violence aud murder are the natural consequence." . > And yet the Southern people aro blamed for-wo know not what They ore stigmatized as still "rebellious." Th?y will not "aocopt the situation." Why don't they "go to work, and let politics alone?" That is tho style of re? mark in tho Northern Republican press. The trouble is that "politics" won't "let them alon?." And now what has tho Tribune to say on thia state of the faots? The World taxes it with tho confessions of its own correspondent, "a capable, trustworthy, candid and truthful man;" and in what does the tribune take refuge? What deniedf does it propose? Lot it answer: "What should have been done, was to relieve the intelligent and capable few from all their disabilities, and then main? tain what is called military government -that is, the administration and en? forcement of the laws by army officers for years; meantime putting forth every effort to educate and enlighten the masses, while laboring to modify and at length extinguish those antipathies of raoo which interposed so grave an impe? diment to beneficent self-government," Military government ongbt to have been maintained in South Carolina, (and why not in Mississippi, Louisiana, Ala? bama, Georgia and Florida?)' for years.
