The present condition of Paris shows
plainly that the demoniac passions of
the first French revolution are not
extinct. The guillotine, if not yet set
np, has been threatened; there have
been imprisonments *of the unoffending
and helpless, persecutions' of tho reli?
gious orders, the public flagellation of
the highest minister of the church, under
the most revolting circumstances, and
blasphemous utterances which seem in?
vented to make them stand aghast at the

of the leaders, no doubt, are of the old
breed of fanatics and jacobins; others
are ambitious, using communism, as

mouth on said road until its completion,

given by the County Commissioners in
tho manner that such notioes have been
heretofore given, defaulters to be fined
two dollars ($2) for each day's failure to
work os notified, the fines to be col lected
by the County Commissioners, and paid

County.
SEO. 5. That the bridges mentioned

SEC. 4. Tho stock, property and nfiairs
of suid corporation shall bo mauaged by
a board of directora, not less than three,
nor more than five, one of whom shall
be chosen by them President, and all of.
whom shall hold their offices for one
your, aud until others are chosen; and
said directors shall be annually elected,
at such times and places as the by-laws
of said corporation shall prescribe. A
majority of said directors shall, in all
cases, constitute a board for tho transno?
tion of business, and a majority of tho
stockholders, at any legal meeting, shall
bc capable of transacting the business of
said meeting, each share entitling the
owner thereof to ono vote, whioh may be
given iu person or lawful proxy. The
first meeting of said corporation hereby
formed may bo oalled by a majority of
thc persons named in the that section of
this Act, at such timo and place, and
upon giving such notice thereof, as they
shall deem reasonable and proper.
SEC. 5. Tho Presideut and Directors,
or a majority of them, for tho limo
being, shall havo power to fill any vacan?
cy which may happen by death, resigna?
tion or otherwise, for tho current year,
or appoint a neoretary and treasurer, and
such other officers as may bo necessary,
and may require tho treusurer and other
officers to give bonds for the faithful
discharge of their trust and duty, as said
directors may deem proper; and, also, to
mako and establish such by-laws, rules
aud regulations aa they shall deem expe?
dient lor thu management of the affairs
of said corporation, and the same to alter
and amend: Provided, That tho some bo
not inconsistent with the laws of this
State or tho Uuited States.
SEO. 6. The books of said corporation,
containing their accounts, shall, at all
reasonable timos, bo open for the inspec?
tion of auy of tho utookholders of said
corporation; and annual statements of
tho accounts of said corporation shall he
made and submitted to the annual meet?
ings of the stockholders. The directors
may call in the subscription to the capi?
tal stock by instalments, in such propor?
tion, aud at such times and places as
they may deem proper, giving due notioo
thereof, under such regulations aud con?
ditions as they may prescribo.
SEC. 7. Tho said corporation shall,
within thirty days of each annual meet*
iug of the stockholders, lodge a certifi?
cate with tho Secretary of State, setting
forth thc amount of capital stock of .eaid
company actually paid in, and the
amount of the liabilities pf the said cor?
poration, which certificate shall bo signed
