A curious political movement is now
on foot, wbioh, whether it is likely to
oventnato in anything of importance or
not, certainly indicates that the situation
in fully appreciated by loading colored
men.
When Robert C. DeLarge was elected
to Congress, it was known to many of
hiu friends, although not published dur?
ing tho canvass, that ho was strongly in
favor of, and would advocate, genoral
umucsty. As a native-born Carolina
colored man, ho is probably tho best ex?
ponent of that idea now among tho
Representatives from this State. If wo
add to this a frequently-expressed deter
mination by him to move, at tho proper
time, iu bobalf of Conservatism, as dis
tinguished from tho Radicalism which
hus been brought into tbis State by out
aidera, wohavesomo reason for behoving
that ho is about to mako good his deda
ratioua and lend his influence to the
organization of a now party. It is,
further, well known that Ruusier, Nash,
Wimbush, Smalls and other Radical
colored men have jost returned from
Washington and a conference with "the
po wera that be," and tboir programme
of tho futuro ia thus mapped out:
1. A proposal to the Chamber of Com
merco and Hoard of Trado to repudiate
thc entire indebtedness of tbe State.
2. A convention, within two months,
for tho organization of a now party, based
strictly ou intelligence and integrity.
3. The exchange of mutual guaranties
between the races, wherein tho colored
leaders only uak that their present oivil
and political rights shall not bo dis?
turbed, and that they aball havo a fair
representation iu tho offices of tho State
Government, in rotnrn for whioh they
will pledgo themselves to unite with the
whites in tho election c ? the best men to
oflico.

who has thc confidence of the two par?
ues.
These aro, in all seriousness, the pro?
positions which aro now agitating a
coterie of individuals who have done
more to keep tho Radical party of this
Statu iutaot than any other members of
it, and, coming from a conference with
DeLarge, and possibly with the con?
servative Republican Congressmen of
other States, moro importance may be
attached to them than to tho ordinary
curbstone movements which are born
among our local cliques.
The parties referred to arrived in
Charleston full of their scheme. They
interviewed Republicans and Dem?crata.
They iuvitcd tho co-operation.of sundry
officials, aud avoided others of their own
kith nod ki ti aa they would avoid tho
Egyptian plague. The result yet ro?
mulus to bu sceu. Riusier baa opeuod
ilia batteries, and discusses tho situation
with a calmness that ia iu striking con?
trast to some of bis past speeches, while
his brother politicians act by aud scan
mid endorse every word that flows from
his i a i.
Whether there be earnestness io this
now movement, or whether it is a trap
idroitly sot by Ban. Butler or Charles
Sumner to catch nu unsuspicious people,
at course, is only a matter of surmise;
jut it will doubtless atrikeevery thought?
ful person that a proposition to repudi

s either a very wild bid for popularity,

Hoard of Trade iud Chamber of Com?
merce what ip already snflleiently pub?

It is supreme nonsense to suppose that
South Carolinians will ever repudiate
their just debts. None know tho fact
better than these very colored men;
md, therefore, wo ave bound to assume
that thu propositiou, if made at all, will
ho made to conceal borne ulterior de?
sign.
As an offset to tho above movement,
wo understand that it hus been deter?
mined, by Parker, Njtiglo mid other
members of the Slate Government, to
organize what will bo hereafter known as
"the respectable Republican parly."
