of the insatiate spoiler. Neither wealth
or intelligence had a voioe in tho levying
or expenditure of the public.money. It
was but tho tyranny of taxation without |
representation. Character aud education
are iguored and excluded from office by !
an iutolerant majority, banded together I
und controlled by men who are alien to
us iu feeling, Bympnthies and interests.
Discontent prevails throughout tho en?
tire Commonwealth. Crime and corrup?
tion stalk before us, and go unpunished.
The white mau and property-bolder
being virtuully excluded from legislation,
is powerless to resist or reform the mul
admiuistratiou of public affairs. Wo
have met as merchants and property
holders-not as politicians or oflloe-seek?
ers-nor in the interest of any party,
hut to consider what caa be done to
remedy tho evils of whioh we complain.
Wm. Baven el, Esq., said ho would
propose a paper, prepared to meet the
exigencies of this occasion, and convey
thc sentiments of tho Chamber, and rent"
the following preamble and resolutions^
^Whereas, under the operation of the^
present Stato Government, the majority
of the property holders aud tax-payers
of tho Stute, from whom the public
revenue is mainly derived, are excluded
from auy power in the legislation of the
State, and hom auy practical influence
in the imposition of taxes; and, whereas,,
tho moneys . raisod by taxation are im?
providently and corruptly used and ex?
pended hy persons who hold office under
the State Government, and the sums RI'- '
propriated for alleged public uses are
exoessive and extravagant ; and, whereas,
the credit of the Stato bas been pledged
illegally, and it is now proposed to
pledge the credit of the State for fur?
ther loans, by a new issue of bonds,
which may bo negotiated iu ibo market |
to persons who may take them, in igno?
rance of tho circumstances under which
they are issued; therefore,
Resolved, Tbat we, property-holders '
and tax-payers oi the State, residing in
the cit}r of Charleston, do hereby deem I
it our duty to declare that the bonds
heretofore issued without legal sanction
aud the so-called sterling loan, or any
other ? bonds or obligations hereafter
issued, purporting to be under, and. by
virtue of, the authority of the present |
State Government, will not be heid bind?
ing on us, and that we shall, in every
manner and at all times, resist tho pay?
ment thereof, or the enforcement of any
tax to pay the same, by all legitimate |
moans within our. power.
Resolved, That wo deem it our duty to
warn all persons not to receive, by way of I
purchase, loan or otherwise, any bond
or obligation hereafter issued, purport?
ing to bind tho property or pledge the
credit of the State; and that all such
bonds or obllgn-tions will bo hold by us
to be null and void, as having been
issued in derogation of the rights of that
portion of the people of this State upon
whom tho public burdens aro mado to
rest. .
Resolved, That the tax-payers of the
Stato aro hereby requested to meet in
their respective Counties for tho con?
sideration of this subject, and tho enor?
mous tax levies of tho current year, and
for tho appointment of two dolegatoB to
represent each County in a Stato conven?
tion, to be hold in Columbia on tho
second Tuesday in Muy next, for the
same purpose.
Resolved, That this Stato convention
of tax-payers be requested to confer
with his Excellency tho Governor, on
the dangerous fiscal condition of tho
Stato, and request his official aid aud
co-operation in the investigation of the
accounts of the Comptroller and the
State Agent in New York, so that the
amount and character of tito bonded i
debt and all other liabilities of tho State
can bo dearly stated, with a view to such
further aotion as may be necessary for
tho protection of the publia creditors
and of tho tax-payers of tho Common?
wealth.
John Ha nek ul, Esq., rose to second
ptho resolution >, in tho spirit iu whioh
they were received. They were no idle
threat or design to defeat tho legitimate
affairs of thc State. The people were
law-abiding. They had no protection
in tho matter. It was a principle of re?
publican government that taxation and I
representation go together. In the past
year, the people could not pay half of
their taxes, and it was now proposed to
ranko them four-fold. Repudiation Was
abhoront, but this was not repudiation in '
its true sense; it was refusing to pay for
what was conferring a benefit on others,
and not on those to whom it belonged.
Wm. M. Lawton, Esq., spoke against
the iniquitous taxation, and said he had
told tho people of Wall street, New
York, that tho people of the Stato would
not pay the bonds, passed by bribery
and corruption.
Theo doro G. Barker, Esq., earnestly
advocated tho passage of tho preamble
and resolutions, whioh had been care?
fully considered and drawn. Ho desired
that tho expression of opinion of the
Chamber should go forth as its oalm and
deliberate judgment.
