Republican partisans in Congress toge?
some l?gislation for direct notion by the
General Government in States of the
South, including even Kentucky, which
never seceded, for the suppression of]
alleged outrages and lawlessness, (-ecrus
to be seconded by the President, in a
brief message, which he sent to Congress
yesterday, referring to affairs in some of
t ie States of the Union. The Pi enden t
ve are bound to regard as not outed by
the most honest intentions in the matter,
but that inQnonces have been brought to
bear upon him, to which it would have
been wiser had he not yielded, we think
there can hardly be a doubt. All notion
of the sort, suggested by the President,
if intended to be intruded into the States
without the solicitation of their ant [uni?
ties, at this late day after reconstruction,
and especially in a State which was never
ju a condition to undergo that process,
cannot but be a cause of further irrita?
tion, in cases where there may be some
outlawry, if not of actual alarm to nil the
States. In the debate in the Senate,
yeRtprd'iv. allusion was mude, by a lead
ing Bepublican Senator, to a charge of
Jnd0e Bruce, of Kentucky, (a Demo?
cratic judge.) severely condemning cer?
tain murderous outrages, by unknown
outlaw H there, and calling for the utmost
effoitH for their condign punishment, in
accordance with what he knew was the
sentiment of the community. Instead
of thiB proving the necessity of congres
sional notion in the matter, to our minds,
and in the light of the most ordinary
oommon sense and reason, it proves the
very reverse, and that the Stute authori?
ties and courts mean to rencb and repress
all such offences, if possible. When
? hey flud it impossible, and eull upon the
Federal Government for ?id, it will be
time for the President to take action,
and he will find the mass of the people
supporting him in it, without reference
to politicul parties, or thc location to
which the action is applied.
Both Houses of Congress have adopt?
ed resolutions (though not yet agreed HR
tn the numbers) for another Southern
investigation committee. In the House
this wits tt triumph of tho moderato ele
meut over a revolutionary faction, and
therefore, in degree, is a mat'erof bubba
congratulation. The sectional animosity
of Mr. Butler, as evinced in his atrocious
Ku Klux bill, was thus thwarted, und his
rage excited accordingly. It is to be hoped
the President has no more sympnt ties
with Mr. Butler iu this than with Wen
dell Phillips, who has lately delured that
"nothing short of shooting half a dozen
Southern millionaires (where would be
find them?) at the drum-head will drive
the Kn Klux into submission," and that
in a certain coutingenoy "the North will
sweep rebeldom with the besom of de?
struction, and leave it no ruler but the
sword until every now liviug white man
is iu his grave." Tho Presideut may
well, then, wait upon the result <jf any
commission that may be appointed to in?
vestigate, as the conservative members]
of the House have shown that they do
not dread an investigation, nud nn ex?
tremo course cn the part nf the majority
was thereby avoided. There is little
reason to doubt the probability that out?
rages have been committed in Borne of
the Southern States by reckless men of
both parties. No one can doubt that it
is most important to. the peuce and pros?
perity of the South that such a state of
things should cense. Any secret associ?
ation or unlawful agencies iu thc South,
even if provoked by the seeret political
societies and outrages of their persecu?
tors should he discountenanced and put |
down, us being in themselves worse
enemies to Southern safety and welfare
than the combinations they seek to re?
sist. It is of the last importance to the
Southeru people that their adversaries
should not be permitted to make capital
ont of the acts of a few reckless and
violent men in their midst.

the War Department bas issued un order
defining the organization of the United
States urtny on and after July 1, 1871.
It provides for a total in all branches of
the service of 30.ODO enlisted meu, dis?
tributed as follows: Engineers, 301;
ordnance uud post ordnance sergeuuis,
675; military academy baud, 24; 55
companies of artillerymen, of (JO men
each, and 5 batteries of light artillery,
of 84 tuen euch, 3.7*20; 120 com pun i es of
cavalry, of 84 men euch, 10 088; 250
companies of infantry, of 84 men each,
15,000; and non-commissioned stuff of re?
giments, 200. There will be 40 regiments ]
