There ia unrest and deep-rooted dis? content in the crowded city, in the quiet country Village, and tinder tho r??Mreo of. every upright citizen ot the State. Th? heart of the. people, ia touched. Their wives and ohifdr?n are threatened with starvation, or a dependence upon public oharity. And the Whole canse and reason is expressed in one word, taxation -a taxation which is tantamount to con? fiscation. The people have endured in silence th? oppression of' arbitrary and unequal laws. They have seen the last semblance of constitutional liberty melt? ing away, and have not stricken down the official despois who would make a Golgotha of South Carolina. They bave been insulted and trampled upon by tho horde of negroes nnd foreign adven? turers? whom reconstruction pat in au? thority over the State, and have con tented themselves with praying for de? liverance. This people nave hoped against hope, and have awaited with gloomy dignity the relief which does not come. Their reward is that our motley legislators are encouraged to greater crimes against the public good. As the fruit of four years of obedience and peace, it is proposed to wring from the people before next winter the enormons Bum of $4,000,000. This is for Stato and Oouhjty taxes alone. The municipal taxes would add another $1,000,000 to 1.1 According to the last report of the OomptroUer-Qeueral, the assessed value, for taxation, of all the real and personal Sroportyin the State is $188,913,867. .nd, in all these calculations, it must bo borne in mind that, in South Carolina, real and personal property is every where taxed ai its full market value, and is, in many parts of the State, taxed upon an assessment three and four times as great as the actual market value. The rate of taxation for State pnrposea, for the fis? cal year 1870, is nine mills on the dol? lar. This tax is now payable, and is, in foot, ovor-dae. The tax for the year 1871 1B seven mills on the dollar. Thia tax, as the law stood, would have been payable in March, 1872, but, at the ses? sion juBt ended, the General Assembly changed the time of collection, and made the tax of 1871 payable in Novem? ber next. The people, therefore, are called upon to pay as Stato taxes, during the current year, 9 mills on the dollar for 1870 and 7 mills for 1871. The tax of 9 mills amounts to $1,647,000, and the tax of 7 mills to $1,281,000. The people are required to pay for State taxes, be? tween March and November of this year, $2,928,000-more than seven times as much as the State taxation before the war, when the State was prosperous and the people were rich. But this is not all. To the State tax must be added the County taxes for 1870 and 1871, which are, also, payable between March and November. The rate of County taxes for 1870 is 3 mills on the dollar, with an exception made in favor of seven Coun? ties, whioh pay four mills, and of four Counties which pay five mills. This Connty taxation for 1870 amounts to $618,047. For 1871 the County tax is 3 mills, or $549,000. Adding the amounts together, we find that the tax-payers are called upon to pay, this year, the fol? lowing amounts: State tax, 1870.$1,647,000 State tax, 1871.1,281,000 Connty tax, 1870.618.047 County tax, 1871.549,000 Total.$4,095,017 And even this amount is exclusive of the poll tax of one dollar, which adds $300,000 to the general estimate. The negroes pay no taxes-not even the poll tax. Omitting from the calcu? lation the taxes paid by Stato officials, who steal with one hand one hundred times as much as they pay to the State with the other, we find that the white people of the State are called upon to pay, in about nine months, no less than $4,250,000, whioh is moro than 2i? per cent, upon the assessed value of the pro? perty in the State, and is ten times as much as the gross amount of tnxation before the war, when the assessed value of the real and porsonal property in South Carolina (according to tho United States census of 1860) was $189,000,000 -taken at far less than its market price. In other words, while the value of the p-operty of the white people of the State is reduced from $489,000,000 to $183,000,000, the amount raised by taxa? tion is increased from $400,000 to four million two hundred and fifty thousand dollars. This is a taxation whioh is tantamount to confiscation.-Charleston News. A romantio incident, showing the pow? er of an earnest love to overcomo tho most formidable difficulties, is reported in the Colorado papers. A Chicago youth fell in love with a Colorado maid, whose father was so opposed to tho pro? ceedings that he drove the young man from his house with wrath and a revolv? er. Upon this the earnest youth had the stern parent arrested for threatening his lifo; and when tho old gentleman was safely looked up, by the judicious uso of a ten dollar bill, he induced tho same justice of the peace who had imprisoucd tho luther to marry him to the daughter. This done, the old man was brought up for trial, when he conoluded to swap for? giveness with bis enterprising son-in law, who thereupou magnanimously withdrew his complaint. The growth of tho new German city on Long Island, called Breslau, aston? ished almost everybody. It was incor? porated eighteen months ago, and covers three thousand acres of land. It is now quite as largo, and its buildings quito ns handsorao as any of tho antiquated vil? lages on tho islnnd. It has churches, hotels, stores, manufactories, and all that goes to constitute a country villng". On Easter Monday threo thousand Ger? mans will hold a pence jubilee, tho new Catholic Church will bo dedicated, an oration will bo delivered in tho afternoon, and a ball given in the evening. Judge Dowling, of New York, has commenced to eoud to prison the bogus greenback-otherwise called the "saw? dust"-swindlers. This nefarious trade has flourished so long in New York that oi ti zo na began tu doubt whether they ever would be suppressed, and it is, therefore, a source of pleasure to know that the good work bas commenced. If it were only possible to imprison those who eneourage these swindlers, the jails woold be almost filled with a precious lot of scoundrels. The World says: Among the original admirers of General Grant, bo bas ceased to have any friends. Mr. Stewart, of this city, who perhaps did more than any other man to secure bis nomination and election, bolds bim in utter con? tempt. Among the wealthy and re? spectable gentlemen who subscribed so liberally to the Grant gifts, we doubt if there is one who would give a dollar now, even if Grant were starving. A Madrid letter deolares that King Amadeus is already weary of his royal honors, and that it is not improbable be will soon resign the crown of Spain, having discovered he can depend on no? body either for advice or friendship.
