GETTING RID OF A RADICAL.-It would be a great gain could some of our foolish Radicals bb as easily got rid of as was Victor Hugo in tho French Chamber the other day. When he advocated in all seriousness what to every one else would seem most absurd, and got laughed at that is, the legality of Garibaldi's elec? tion to that body-ho at once tendered his resignation and quitted the Chamber. Garibaldi is au unnaturalized foreigner, and one would havo supposed that the invalidity of his election to the Assem? bly would have been recognized and ad? mitted oven by thc men who voted for him. Not so Victor Hugo and the other Red radicals of France. They hold that Garibaldi, being a Republican, is a citi? zen of the world, and is, consequently, eligible to legislate for Franco. Victor will probably bulge out again, however, very soon, but it is a decided relief to have even a temporary collapse of such ch anio tors.-Baltimore Sun. The Journal Des D?bats, commenting on the result of the conference on the Eastern question, makes a bitter attack on England. It says that she has lost every advantage gained by the Crimean war. France is now helpless-her sword is broken, but when it is unsheathed again its aim will not bo so distant as Turkey. Other Paris journals speak of England in asimilar spirit. Be it ordained by the Mayor and Alder? men of the city qf Columbia, in Council as? sembled, and by the authority^ of the same, That a tax to cover the period from tho first day of January, A. D. 1871, to the first day of January, A. D. 1872, for the sams and in the manner hereinafter men? tioned shall be levied, collected and paid into the Treasury of the said city for the use and service thereof. That is to say, SECTION 1. A tax of ono dollar on every one hundred dollars of the assessed value of real estate, lying within the limite of said city, not exempt by law from taxation ; and the value of all such real estate shall be ascertained and assessed for the purpose of taxation by tho City Assessor. SEC. 2. That a tax of one dollar on every hundred dollars in value of all personal property of every description owned and used in the city of Columbia, at any time during the said fiscal year, shall be levied and paid into the City Treasury for the UGO of the said city: Provided, lioxoever, That no personal property not taxed, or liable to be taxed by the State, shall bo taxed for tho ser? vice of the said city. SEC. 3. There shall be paid quarterly a tax of one per cent, upon all sales at auction of all goods and chattels, and one-half per cent, on all BUIOU at auction of all real estate and stocks of every de? scription: Prodded, That no tax shall be levied on any sales at auotion made by ordor of eourt, or under process of law. SEC. 4. There shall be paid quarterly by all merchants and other persons, a tax of one per cent, on all goods, wares and merchandise sold by them on con? signment; two per cent, on the premiums of every and each insurance company located in the city of Columbia, or which Lave agencies therein; and the refusal or neglect to make regular quarterly re? turns and pay the tax thereon to tho City Clerk and Treasurer, shall subject the defaulting parties to a fine of two dollars for oach and every day's default. SEC. 5. There shall bo paid on vehi? cles the following tax, viz: upon each fonr wheel pleasure carriage or barouche drawn by two or moro horses, twenty dollars; upon carriage, buggy, barouche, gig or sulky, (not used for hire,) drawn by one horse or mule, ten dollars: Pro? vided, That tho value of pleasure car? riages and other pleasure vehicles spe? cifically taxed, be not required to he returned for taxation as personal pro? perty; npon each vohiclo used for tho breaking or exhibiting of horses or mules, twenty-five dollars; upon oach express wagon, drawn by one borse, nine dollars; upon each ex? press wagon, drawn by two or more horses, eighteen dollars: Provided, That nothing herein contained shall be con? strued to extend to wagons, carts or other vehicles going to or from market, and owned by non-residents of said city, or of wagons exclusively used for agri? cultural purposes. Each livery stable keeper or agent, for tho sale of horses or mules, shall make quarterly returns on oath of sales made by him, on consigned Btock, as well as of tho sales made by thc owners of stock themselves at his stables. SEC. 6. That each and every person between tho ages of eighteen aud fifty years, liable to work on the streets of said city, may and shall be excused from the performance of such duty on tho payment of three dollars to the City Clerk and Treasurer; and, on fud uro to pay thc said sum of three dollars, at the time of the payment of their city taxes, they shall, when summoned so to do, bo required to work personally upon tho streets of the said city for six days, under the direction of the Superintendent of tho Streets, or any other person appoiut 2d by tho Mayor and Aldermen to take nhargo of and direct them. Any person refusing or neglecting to obey such sum? mons shall bo fined two dollars for each Jays' neglect of the same, to bo recover? ed by information before tho Mayor and Aldermen in Council assembled. And it shall be the duty of the City Clerk and Treasurer, and of the Chief of Police, to report to the said Mayor and Alder? men all defaulters under this section. SEC. 7. That each acd every tenant, or occupant, of any real estate, upon whose premises water is brought by pipes, or otherwise, from the city reser? voir, shall pay to tho City Clerk and Treasurer, at the same time with tho other taxes imposed by this Ordinance, such sum as may bo assessed by tho Committee on the Water Works. And any owner, or his agent, or occupant of any real estate, upon whose premises water ia brought from tho city reservoir, failing to make a report of the hydrant or hydrants used by him or her, or by any tenant or occupant on such premis? es, shall bo liable to a iiue at thc discre? tion of Ibo Mayor. SEC. 8. Each aud every express com? pany transacting business within the limits of said city, shall mako quarterly returns of their gross receipts, aud pay ono per cont, on tho amount of such re? turns at tho end of each quarter. Each and overy telegraph Company shall, iu like manner, make quarterly returns of their gross receipts, on which retaras shall bo paid a tux of ono per cent. SEC. ?. All persons who shall enclose any streets or paris of streets in tho city of Columbia, by and with consent of the Council, sholl pay an annual rout of five dollars on any street or part of auy slreet so enclosed, or such other pricu or sum as may bo fixed and determined by tho Mayor; but each street or part of any street so enclosed by the consent of Council may at any timo be opened by the order of tho said Council, anything to the contrary herein notwithstanding. SEC. 10. That if nuy person or persons shall fail, neglect or refuse to make a re? turn or returns to the City Assessor, on oath, of his, her or their taxable proper? ty, sales at auction, or nt livery aud sales stables, or of property sold on consign? ment within tho limits of the city of Co? lumbia, on or before tho 31st day of March, A. D. 1871, (except as in this Ordinance otherwise provided,) such person or persons ehalMhen bo assessed bj tho City Assessor for fend on all bl?, her or their property, or other things taxed by thia Ordinance, according to the best information ho can obtain ox the value of saoh taxable property or other thing; and saoh portion or persona who shall fail, neglect or ref uso to mako a return or retama aa aforesaid, or pay the tax thereon, on or before the 15tb day of April next, shall be snbjeot to, and pay, in addition to said tax, ten per cent, thereon. And tho said Clerk and Assessor is hereby required to assess, col? lect and receive the taxes and dues levied aud imposed by thia Ordinance, and all arrears of former taxes or dues, and make a return thereof, as wall aa a return of all persons who shall fail to make a re? turn and pay the taxes herein and here? by imposed, on 1st day of May next, or as soon thereafter as may be practicable. And whereas an Ordinance to regulate licenses for the year 1871, passed and ratified hy tho Mayor and Aldermen of the city of Columbia, on tho 30th day of December, 1870, by an Act of the Gen? eral Assembly, duly ratified and approved on tho 2d day of March, instant, 1871, has been modified and changed in cer? tain particulars, but in every other re? spect mndo of force, in order that this Ordinance may conform thereto: SEO. ll. Be it further ordained, That the City Clerk and Treasurer, in accord? ance with tho said Act, be, and he is hereby, authorized and required to col leot the following amount of license on the following businesses, respectively, in place of tho license imposed by tho said Ordinance, viz: For every cotton gin ginning for toll or pay, $50; dealers, retail, in goods, wares and merchandise, excluding distilled spirits, whose annual sales exceed ?5,000, but do not exceed $10,000, $20; like dealers, excluding dis? tilled spirits, whoso annual sales exceed $10,000, but do not exceed $20,000, $40; like dealers, excluding dintilled spirits, whose annual Bales exceed $20,000, but do not exceed $30,000, $50; like dealers, excluding distilled spirits, whose annual sales exceed $30,000, but do not exceed SJO.000, 875; and every additional $1,000 of sales, fifty cents per $1,000. For ho? tels capable of accommodating 100 per? sons, $50; hotels capable of accommo? dating less thau 100 but more than 50 persons, -$35; hotels capable of accom? modating moro thau 25 but less than 50 persons, $30. Stables, livery and sale, $75. lu all other respects, tho said Clerk and Treasurer is hereby directed to follow tho said License Ordinance of thc 30th December, 1870, in the collec? tion of licenses. And the said Clerk is also hereby further directed, in assess? ing for taxation tho amount of sales like? ly to bo made by any dealer during the year 1871, to assume, if in his discretion it would he just so to do, as a basis of his estimate, tho amount of such sales during tho year 1870, according to tho sworn return thereof of the said dealers. SEC. 12. That all returns of property of overy description, and of all other things made by taxation a source of re? venue to the said city by this Ordinance, shall bc made upon the oath of the tax? payer, which returns shall bo rnado by tilling out blank forms to bo furnished, on application, by the said Clerk and Treasurer, on or beforo the 31st day cf March, instant, (1871,) except as in this Ordinance otherwise provided; but that time may bo extended by the Mayor aud Aldermen; and tho said returns ehall em? brace overy subject or object of taxa? tion, whether held by, or pertaining to. the tax-payer in his own right, or in a fiduciary capacity. SEC. 13. That all persons who may commence a permanent business in the city of Columbia subsequent to the time fixed for mak'Ug tax returns, paying the city taxes and procuring annual liceuses, Bhall, after the lapse of one month from opening business, make returns to thc City Clerk of tho value of the stock and other property employed therein, and pay their taxes and licenses; tho taxes on the value of the said stock and other property to be charged for the full fiscal year, but tho licenses to bo paid in pro? portion to tho remainder of the said year: Provided, however, That all tran? sient dealers shall pay their full annual licenses to the close thereof. SEC. li. That all attorneys at law and physicians, who follow their respective professions within the city of Columbia, Bhall procure licenses from the City Clerk and Treasurer, and pay, each, therefor tho sum of twenty dollars; for each foundry, ten dollars; and for any other business or profession not otherwise pro? vided for, a license tax of ton dollars. SEC. 15. That it shall be, and it is hereby declared to be, the duty of tho City Assessor to assess all the property named iu this Ordinance for city taxa? tion, at a reasonable valuation, and tho City Clerk aud Treasurer to collect the taxes levied thereon and thc per cent, imposed upon all other things as sources from which a city roveuue by this Ordi? nance is directed or contemplated to bo raised, although not specifically men? tioned, according to the rates herein declared: Provided, however, That every tax-payer shall have tho right of appeal to tho Mayor and Committee of Ways and Means from tho assessment of the City Assessor for a revision thereof, in caso ho should thereby fool himself ag? grieved. SEC. IC. That in ease it should be? come necessary to issue an execution against tho property of the defaulting tax-payer and to sell thereunder his real property in order to collect the taxes duo by him, it shall bo the duty of the Mayor, and he is hereby empowered so to do, in order to put tho purchaser thereof into immediate possession, to issue his warrant of ejectment against tho owner, or against his lessee or lessees, or against any other person or persons who may bo in possession thereof, and to place tho said warrant in tho hands of tho Chief of Polico, or any other officer whom he shall select, who shall proceed without delay to execute tho same, at tho expenso and costs of tho party or parties in default: Provided, That the owner of the fee, his lessee or lessees, ?hall not be deprived of -the nee and pos? session for a longer period than two years from the'dav of sale. SKO. 17. That tba Mayor and Alder? men shall issuo their execution agaioBt each and every person or corporation who sholl be reported by the City Clerk and Treasurer to havo failed, neglected or refused to make returns, or pay the taxes imposed by this Ordiauce, within the timo herein prescribed; and all exe? cutions issued by the said Mayor and Aldermen shall have attached thereto tho signatures of tho Mayor and Gity Clerk and Treasurer aud tho seal of the city of Columbia, in tho uame of which such executions shall be entitled. SEO. 18. That all executions which may be issued to enforce tho payment of taxes, iiucs and licenses, by the said Mayor and Aldermen, in conformity with the foregoing section, shall bc lodged in the first instance in the office of the Sheriff of Richland County, and may bo directed to the said Sheriff or to the Chief of Police, or other persons ap? pointed by thesaid Mayor and Aldermen, to collect and receive same with costs. Ssc. 19. That the words "real pro gtrty" and "real estate," as used in this rdinanoe, ebal! bo co-extensive in mean? ing with lands, tenements and heredita? ments; the word "personal property," as herein used, includes money, goods, chattels, things in aotion and evidences of debt, and the word' "property" in? cludes property, real and personal.
