WHEELER'S CAVALRY VS. KU KLUX.
Our old war comrade, Bill Wyatt, of the
6th Georgia Cavalry, made a ten-strike
the other day. He captured three of the
Ku Klnx that Governor Bullock has
been advertising for, carried them to
Chattooga Court House, got them con?
victed and sentenced to the penitentiary
for seven year?, and come down on Bul?
lock for tho prize money, 85,000 for the
first, and $1,000 each for the bulance
making $7,000 in alli Bullock paid up
"like a little man," and Wyatt went j
home happy. This amount of money in
Chattooga County, nil at one time, will
create a tremendous excitement.
The beauty of the whole affair is, that
these Ku Klux were common Radical
thieves, and were playing Ku Klux to
cover their stealing o peru ti ons. None of I
the original bona fide Ku Klux have ever
been arrested yet, or ever will be. Bill
Wyatt is one of thom himself.
Bally for Wheeler's cavalry. They
can beat the world for sharpness.

stance, he declares an established fact
that "thero have been not less than 5,000
negroes killed, on account of their color
and their politics, in the Southern States
since General Grunt's election." When
the leading organ of a party deliberately
makes such a declaration as this, CAU wu
wonder that the people of the North ur?!
ciliated out of their votes, and Cougre68
is engaged in all manner of outrageous
measures against the blood-thirsty
South?
Mabel Gray, the lately deceased leader
of the London demi-monde, is reported
to have squandered $500,000 in the six
years preceding her death. She cou-:
stantly had iu her train half of the
titled noodles of the reulm, and it is re?
lated that that eminent master of morals,
the Prince of Wales, was at one time
among her assiduous admirers.

That a tax to cuver the period -from tlie
first day of Januury, A. D. 1871, to tbe
first day of Juunary, A. D. 1872. for tbe
sums and io tbe mauner hereinafter men?
tioned S?HII bo levied, collected and paid
iuto tbe Treasury of the said city for the
ase and service thereof. That is to say,
SECTION 1. A tax of oue dollar on
every one hundred dollars of the assessed
value of real estate, lying within the
limits of snid city, not exempt by law
from taxation ; and the value of all such
real estate aimil be ascertained aud
assessed for the purpose of taxation by
tho City Assessor.
SEC. 2. That a tax of one dollar on
every huudred dollars in value of ull
personal property of every description
owned and used in tho city of Columbia,
at any titre duriug the said fiscal year,
shall bo levied and paid into the City
Treasury for the use of tho said city:
Provided, however, That no personal
property not taxed, or Hablo to bo taxed
by tho State, shull bo tuxed for tho ser?
vice of the said city.
SEC. 3. There shall be paid quarterly
a tux of oue per cent, upon all sales nt
auction of ull goods aud chattels, and
oue-bu?? percent, OD all suies at auction
of nil real estate and stocks of every de?
scription: Prodded, That no tax shall ho
levied on uuy sules at auction mado by
ordor of court, or under process of law.
SEC. 4. There shall bo paid quurterly
by all merchants aud other persons, u
tux of one per cent, on all goods, wares
and merchnudiso sold by them on con?
signment; two per cent, OD the premiums
of every and each insurance compauy
located in the city of Columbia, or which
havo agencies therein; nod the refusul or
Dcglect to make regular quarterly ro?
turas und pay the tax thereon to the
City Clerk aud Treasurer, shall subject
tho defaulting parties to a fina of two
dollars for each and every day's default.
SEC. G. There shall bo paid on vehi?
cles tho following tax, viz: upon each
four wheel pleasure carriage or barouche
drawn hy two or moro horses, twenty
dollars; upon carriage, buggy, barouche,
gig or sulky, (not used for hire,) drawn
by one horse or mule, teti dollars: Pro?
vided, That tho value of pleasuro car?
riages sud other pleasure vehicles spe?
cifically taxed, bo not requited to bo
returned for taxation as personal pro?
perty; upon ench vehielo used for
the breaking or exhibiting of horses
or mules, twenty-five dollars; upoti
each express wagon, druwu by one
horse, nine dollars; upou each ex?
press wagon, drawn by two or more
horses, eighteen dollars: Provided, That
nothing herein contained shull bo con?
strued to extend to wagons, carts or
other vehicles going to or from market,
and owned by non-residents of said city,
or of wagons exclusively used for agri?
cultural purposes. Each livery stubio
keeper or agent, for tho sulo of horses or
mules, shall make quarterly returns on
oath of sales made by him, ON consigned
stock, as well as of tho sales made by the
owuers of stock themselves ut Ins stables.
She. G. That each and every person
between the nges of eighteen aud fifty
years, liable to work on tho streets of
said eily, may and shall he excused from
tho performance of such duty on the
payment of th reo dollars to tho City
Clerk und Treasurer; and, ou failure to
poy the said sum of three dollars, nt the
time of tho payment of their city tuxes,
they shall, whet) summoned soto do, bu
required to work personally upon tho
streets of the said city for six days, tinder
tho direction of thu Superintendent of
the Streets, or uuy other person appoint?
ed by tho Mayor and Aldermen to take
charge of and direct them. Any person
refusing or neglecting to obey such sum?
mons shall be lined two dollars for euch
days' neglect of the same, to be recover?
ed by information before tho Mayor and
Aldermen in Council assembled. And it
shall bo the duty of the City Clerk and
Treasurer, nud of tho Chief of Police,
to report to the said Mayor and Alder?
men all defaulters under this section.
SEC. 7. That each and every tenant,
or occupant, of any real estate, upon
whose premises water is brought hy
pipes, or otherwise, from the city reser?
voir, shull pay to the City Clerk and
Treasurer, ut the samo timo with the
other tuxes imposed by this Ordinance,
such sum as may bu assessed by the
Committee on tho Water Works. And
any owner, or his agent, or occupant of
any real estate, upon whose premises
water is brought from the eily reservoir,
failing to make a report of Min li yd rant
or hydrants used by him or her, or by
any tenant or occupant on such premis?
es, shall be liable to a fine nt the discre?
tion of the Mayor.
SEC. 8. Each mid every express com?
pauy transacting business within the
limits of said city, shall make quarterly
returns of their gr?:;s receipts, and pay
oue per cent, on tho amount of such re?
turns nt tho end of each quarter. Each
and every telegraph company shall, in
like maimer, make quurterly returns of
their gross receipts, on which returns
shall be paid a tux of ono per cent.
SKC 0. All persons who shall enclose
any streets or part? of streets in the city
of Columbia, by and with consent of
the Council, shall pay nu ann nul rent of
five dollars on any street or part of any
street so enclosed, or such other price or
sum us may be fixed and determined by
tho Mayor; but each street or part ol
any street so enclosed by the consent ol
Council may at auy time bo opened liv
tho order of tho suid Council, any thine
to the contrary herein not withstanding.
SEC. 10. That if any person or persons
shall fail, neglect or refuse to make n re?
turn or returns to tho City Assessor, ot
oath, of his, her or their taxable proper
ty, sules at auction, or at livery and sale;
stables, or of property sold on consign
ment within the limits of the city of Co
lumbla, on or before the 31st day o
March, A. D. 1871, (except as in thii
Ordinance otherwise provided,) sud
person or persons shalllthen be assessed
by the City Assessor.for and on all bia,
her or their property, or other things
taxed by thia Ordinaneo, according to
the best information ho ono obtain of
the value of suob . taxable property or
other thiug; and such person or persons
who shall fail, neglect or refuse to make
a return or returns as aforesaid, or pay
the tax thereon, on or before the 16th
day of. April next, shall bo subjeot to,
and pay, in addition to said tux, ten per
cent, thereon. And the said Clerk und
Assessor is hereby required to assess, col?
lect aud receive thu tuxes and duos levied
und imponed by this Ordinance, and al)
nrrears of former taxes or dues, and make
a return thereof, as well ns a return of

And whereas an Ordinance to regulate
licenses for tho year 1871, passed and
ratified by tho Mayor and Aldermen of
the city of Columbia, on the 30th day of
December, 1870, by an Act of the Gen?
eral Assembly, duly ratified aud approved
on the 2d day of March, instant, 1871,
has been modified uud changed in cer?
tain particulars, but in every other re?
spect inado of force, iu order that this
Ordinance may conform thereto:
SEO. ll. Be tl further ordained, That
tho City ulerk und Treasurer, in accord
unco with the said Act, bo, and ho is
hereby, authorized and required to col?
lect tho following amount of license on
the following businesses, respectively,
iu placo of tho license imposed by the
said Oi'dioance, viz: For every cotton
Riu ginning for toll or pay, $50; dealers,
retail, in goods, wares uud merchandise,
excluding distilled spirits, whoso annual
sales exceed $5,000, but do not exceed
$10,000, $20; like deulers, excludion dis
Ilied spirits, whoso annual sales exceed
$10,000. but do not exceed $20,000, $10;
liku dealers, excluding distilled spirits,
whose annual sales exceed $20,000, but
do not exceed $30,000. $50; liLo dealers,
excluding distilled spirits, whose annual
sales exceed $30,000, but do not exceed
$50,000, $75; and every additional $1,000
o? sales, fifty couts per $1,000. For ho?

sons, $50; hotels capable of accommo?
dating less than 100 but moro than 50

tho 30th December, 1870, in tho collec?

sworn return thereof of the said dealers.
SEC. 12. That ail returns of property
of every description, ?nd of all other
things made by taxation a source of re?
venus to the said city by this Ordinance,
shall bo made upon the oath of (he tax
payer, which returns shall be made by
filling out blank forms to be furnished,
on application, by tho said Clerk and
Treasurer, on or before the 31st day rf
March, instant, (1871,) except us in ibis
Oidiuuuce otherwise provided; but that
time may bo extended by the Mayor and
Aldermen; and the said returns shall em?
brace every subject or object of taxa?
tion, whether held by, or pertaining to,
tho tax-payer in his own right, or in a
fiduciary capacity.
SEO. 13. That all persons who may
.jonimeuce a permanent busiuess in the
city of Columbia subsequent to the time
fixed for muk Mm tax returns, paying the
city taxes and procuring annual licenses,
shail, after the lapse of one month I rom
opening business, make returns to the
City Clerk of tho value of tho stock aud
other properly employed therein, und
pay their taxes and licenses; tho taxes
on the value of tho said stuck ami other
property to bo charged for tho full li.-?c::l
year, but the licenses to bo paid iu pro?
portion to the remainder of the said
year: Provided, however. That all tran?
sient dealers shall pay their full annual
licenses to the close thereof.
SEO. ll. That all attorneys nt law and
physicians, who follow their respective
professions within the city of Columbia,
shall procure licenses from the City Clerk
and Treusurcr, and pay, each, therefor
the sum of twenty dollars; for each
foundry, ten dollars; and for any other
business or profession not otherwise pro?
vided for, a license tax of ten dollars.
SEC. 15. That it shall be, and it is
hereby declared to be, the duty of the
City Assessor to assess all the propel ty
named in this Ordinance for city taxa?
tion, at a reasonable valuation, nod tho
City Clerk and Treasurer to collect the
tuxes levied thereon and tho per celir.

Mayor, and ho is hereby empowered so
to do. in order to put tho purchaser
thereof into immediate possession, to

tho owner, or against his lessee or lessees,
or ugaiust any other person or persons
who may bo io possession thereof, and
to place the said warrant, in the hands ol
tho Chief of Police, or any other officer
whom ho shall select, who shull proceed
without delay to execute tho same, at
the expense and costs of the party or
j parties in default: Provided, That the
owner of the fee, bis lessee or lessees,
ahull not.be deprived of tho use aud pos?
session for a longer period than two
years from tho day of ?ule.
SEO. 17. That the Mayor and Alder?
men sbnll issuo their execution against
each anti every portion or corporation
who shall be reported by the City Clerk
and Treusurer to huvo failed, neglected
or refused to make returns, or pay the
tues imposed by this Ordiunce, within
tho timo herein prescribed; and nil exe?
cutions issued by the said Mayor and
Aldermen shutl hnvo attached thereto
tho signatures of the Mayor and City
Clerk and Trensuror and the soul of the
city of Columbia, in the nntno of which
such executions shall bo entitled.
SEO. 18. That all executions which
may be issued to enforce the pay mont of
taxes, flues and licenses, by tho suid
Mayor aud Aldermen, in conformity with
tho foregoing scotiou, shall bo lodged in
tho first instance in the oflico of the
Sheriff of Richland County, aud miiy bo
directed to tho enid Sheriff or to tb
Chief of Police, or other persons ap?
pointed by thc said Mayor and Aldermen,
to collect and receive tho same with the
costs.
SEO. 19. That tho words "real pro?
perty" and "real estate," as used in ibis
Ordinance, shall beoo extensive in monn?
ing with lands, tenements and heredita?
ments; the word "personal property,"
as herein used, includes money, goods,
chattels, things in action and evidences
of debt, and the word "property" in?
cludes property, real and personal.
