WAR ON HAMBURG.-At an election held in Hamburg, a few days ago, the sable veteran Prince Rivers-the ebony Murat of tho Carolina forces-and other notorious war men, were elected to office by an overwhelming majority. This itself was n bud sign; but, as with the avowed purpose of bringiug matters to a crisis, our owu City Council, just about that time, had thc temerity to pass an ordinance requiring foot passengers across tho city bridge to pay toll. This at onco precipitated matters. A large proportion of tho foot passengers across tho bridge uro impecunious colored vaga? bonds from Hamburg, and, as may be imagined, it mude tho hot blood of chi? valrous Africans b?il with indignation to think that when they wished to reach the gin-nulls of Augusta they would either hiivo to swim tho raging Savannah, or else pay over to a rebel city governmont tho nickels won by honest industry at draw-poker or tho string gamo.
