posed by tho Government, as inoppor?
tune and impolitic. The opponents of
the Government could not help the
feeling. The policy of the Government
amounted to selfish isolation. Henry
Balwer said there was mischief in this
resolve. It would irritate Prussia.
The departments will be closed on
Monday and Tuesday at 12 M., and u'.l

A. Gooley gave some of bis experiences
in South Carolina eleotions: He was ap?
pointed registrar and inspeotor, under
the law of Congress, in one of the voting
districts of that State. He registered
900 colored men and only two white
men. Tbe colored mon were not edu?
cated, nor ns intelligent as tho colored
people here. They were so ignorant
that many of them did not know what
voting meant, and some of them did not
know what their own nainos were. In
coming np to be registered, one would
give tho name of Tom Rice, when fifteen |
or twenty would give the same name
'Tee Tom Rice, too"-and he bad a
long list of names repeated in that way.
It was impossible under the regulations
to tell who voted on these names. Tho
ballot-boxes were open three days; they
were cigar boxes, and such paper boxes
as aro UBed in dry goods or fancy stores.
They wore carried home ?it night by the
box tenders. Colored men from all tbe
region about the voting places came in
and voted, giving such names as they
were told to give. In one voting pre?
cinct, tbe ballot-box was not returned
for several days. Ho went over there
and found it in a bar-room. It bad been
pawned for whiskey.-Democrat and Ga?

zette details circumstantially tho history
of Napoleon's overthrow, showing that
the war was forced upon him by the
Court, which held up constantly the
bugbear of Republicanism, and by the
people of Paris with their cries of "A
Berlin;" that he expected disaster and
took tho young Priueo with him through
dread of a separation, and that McMa?
hon, on bis arrival from Africa, declared
to his wife that France was lost and bis
future ruined. Ho declared, moreover,
that Napoleon made all preparations for
the impending disaster, by removing
from the Tailleries all the jewelry of the
Empress, all tho silver plate, tho magni?
ficent gold and silver table services pre?
sented to tho Emperor by the Sultan,
the Czar Alexander and tho Viceroy of
Egypt, the silver cradle of the Prince
Imperial, presented by the town of Ly?
on?, all the treasures of art in the pa?
laces of St. Cloud and Compeigne-noue
of which were found when the Republi?
can mob sacked the palace. From the
very day when war had been declared,
the railway stations of the Nord, of
Strasbourg, and of Orleans (or Spain,;
were crammed with gigantic boxes, bear
ing away to various destinations the
"personal" property of the Imperial fa?
mily.
Quite original in its way is the method
adopted by thc administration to secure
tho reputation of economic expenditures.
It consists in carrying over a large
amount to the next session of Congress,
when it is provided for in tho shape of a
deficiency bill. Vulgarly speaking, this
is called "cooking" accounts, and
?13,000,000 bave just boen so cooked by
Congress, as they rightly belong to last
year's expenses. To tbe vast talent
manifested by the Radicals for acquiring
public money, wo must now add un
equal capacity for hiding it.
It will be noticed that in the reports
of the French elections it is stated that
the same candidate has been elected in
several departments. For instance, M.'
Thiers hus been elected by eighteen dif-1
feront constituencies and Jules Favre by I
four. Both these gentlemen, as well as
others favored in n like manner, will se?
lect the department they desire to rep?
resent, and supplementary elections will
be held in the others. It will thus be
seen that tho voters have yet tn elect a 1
number of members before the National
Assembly will bo full.

When they turned the corner out of
sight, both started on a run in different
directions, and one has sent from Alaska
for his winter clothes, and the other has
