oil-drenched cars, mangled bodies were

the broken bridge and saving the pieces
of the cars, &c, wo would huvo grieved
to confess a proof of barbarism going

proaches with which peoplo in the North
are induced to indulge tho oppressions
on the South of their politicians in Con?
gress. Yet such is tho scarcely exaggerat?
ed picture given by the New York papers
of the abominable brutality exhibited by
the inhabitants and railroad peoplo of
tho populous nod cultivated valley of the
Hudson. No ovont has ever happened
in the South for which the 'Christian
people of this Christian nation' could
blush a deeper red."
Perhaps there were some of Sherman's
bummers practicing a trick they had
learned in their Southorn experience.
NATIONAL BANK NOTES AS A LEGAL
TENDER.-The United States Treasurer
has written a lettor to a party in New
York concerning tho question whether
notes of National Banks aro a legal
tender. After reciting and commenting
on sections of the National Bank Acts,
he concludes ns follows:
"As you allude to tho principle in?
volved, it may bo proper for mo to say
that to make National Bank notes a
legal tender for all payments would,
virtually exempt the banks from redeem?
ing them since they would bo as availa?
ble for all purposes except tho reserves
of the bank as the notos of tho United
States, in which they nro redeemable.
Tho whole National Bank circulation of
tho country would thus become a perma?
nent loan, without interest, from thc
people to the banks, und would ?pernto
as a tax upon the peoplo in favor of thc
banks to just tho amount of the interest
on the bank notes in circulation. Such
a policy is indefensible on every ground
of prinoiplo or expediency, and the pro?
priety of its adoption will scarcely admit
of discussion."
The Engineering Magazine says: "We
are on the brink of a new era in railways
-the era of the narrow gauge railway
an era of renewed aotivity, when every
village, almost farmstead, may have its
railway. "
