AN ACT TO PROVIDE FOR THE PUBLICATION OF THE ACTS, BBPORT8, RESOLUTIONS, JOURNALS AND OTHER PATERS OF THE OBNBBAIi ASSEMBLY. SECTION 1. Be it enacted by the Senate and House of Representatives of the State of South Carolina, now met and sitting in General Assembly, and by the authority of the same, That the Clerk of the Senate and tho Clerk of the House of Representatives be, and they aro here? by, authorized to pr?vido, by contraot, for publication, in such newspapers of the State SB may by them be deemed ne? cessary, of the Acts and Joint Resolu? tions of the General Assembly; aud they are further authorized to pr?vido, by contract, for the permanent and current printing of the General Assombly; pro Tided that said contract be approved by the Senate and House of Representa? tives. SEO. 2. That a sufficient number of tho Journale, Reports and Acts of tho Ge? neral Assembly, as may bo necessary for the uso of the members of tho General Assembly, and for tho State Librarian to make tho exchanges wit li other States, be bound in a good and substantial man? ner; and that the Clerk of tho Senate and the Clerk of tho Houso of Repre? sentatives be, and they ure hereby, au? thorized to have the same done imme? diately upon tho close of the session, or as soon thereafter as practicable. SEO. 3. That on the completion of thc permanent work, they shall forward, by mail or otherwise, as they may deem ex? pedient, a copy to each of the members of the General Assembly, and. ono to each of the State and County officers en? titled to the caine. SEO. 4. That the State Treasurer be, and he is hereby, authorized and direct? ed to pay all accounts for said work, out of any moneys in the Treasury not other? wise appropriated : Provided, The Clerks of the respective Houses shall first certi? fy that mud account H are just and correct in all respects, and that the work 1II?E been performed in pursuance of contract, and that the amount mentioned in said accounts is due and remaius unpaid. SEO. 5. That all Acts or parts of Acts, or Joint Resolutions, inconsistent with this Aot are hereby repealed. Approved January 23, 1871. JOINT RESOLUTION AUTHORIZING AND DI? Be it resolvedby tho Scnoto nud House of Representatives of the State of Sou tl: Carolina, now met and sitting in Gen eral Assembly, and by the authority o! the same, That the State Auditor bo and he is hereby, authorized aud directed to levy and cause to bo collected a tax o: nine mills on a dollar of all taxable pro perty in the State, to meet appropria tions for the fiscal year 1870, and th? County Commissioners of each of th* Counties are hereby authorized to levy and ouuso to bo collected, a tax not ex ceeding three mills on a dollar of all tax able property in their respective Coun ties for the fiscal year 1870, excepting the County Commissioners of Beaufort Georgetown, Barnwell, Newberry, Pick ens, Edgefield and Laurens Counties who are hereby authorized to levy ant causo to be collected a tax not exceeding four mills on the dollar, and excepting the Counties of Clarendon, Darlington Horry and Richland, who are hereby au thorized to levy and collect a tax not ex ceeding five mills on the dollar; tw< mills of the said tax so levied in Dar lington County nindi be devoted to tb completion of the Court Houso at Dar lington, provided so much shall be nc oessary. "Whereas as appears by tho report o the State Auditor, the South Carolins North-Eastern, Cheraw and Darlingto: Railroad Companies have procured suit ta be brought against themselves in th United Suites Circuit Court tor the pm pose of contesting the rieht of tho Stat to tax their property; and whereas it i to the interest of the State that a speed deoision of these suits shall be reached therefore, Be it Resolved, by the Senate an House of Representatives of the State < South Carolina, now met and Bitting i General Assembly, and by the authorit of-j the same, That the Attornoy-Gi ne ral be, and he is hereby, authorized t employ suoh assistance as he may nee in defending the interests of the State i these suits; and to pay for such assis ance five thousand dollars, if so much t necessary, is hereby appropriated out < any moneys iu the Treasury not othe wise appropriated, tho accounts to I audited by the State Auditor and pa upon tho warrant of tho Comptrolle General. SEC. 2. That where administrators, executors, and other fiduciaries, sold pro? perty, as such, prior to the passage of tho Act to determine and perpetuate thc homestead by tho General Assembly, on the ninth day of September, in the year of our Lord ono thousand eight huudred and sixty-eight, and took notes or other evidences of indebtedness for tho pur? chase money, which were regarded good nt the time they wero taken, but which have since been rendered doubtful or worthless, by operution of tho home? stead Act aforesaid, said administrators, ] executors, and other fiduciaries, shall be allowed to dispose of the same in the! manner prescribed in Sections 1 and 2 of j the Act to which this bill is a supple-1 ment. Champey and Antoine R. Chntupey, their j heirs and ussigus, forever, upon their paying to tho Judge of Probate for Charleston tho amount of their bid, and fully complying with tho terms of salo of said premises, made 4th April, 1870; and if they fail to comply, said title ia hereby vested in any purchaser or purchasers, his, her or their heirs or assigns, forever, who shall buy tho premises on a re-sale. SEC. 2. Tho proceeds of the sale shall be applied by the Judge of Probate, in the following order: 1. To the payment of any taxes due ou the premises; 2. To the payment of tho necessary expenses incurred in applying for this Act; 3. To the expenses of administration, includ? ing commissions due administrator of tho estate of D. Kleppiug; 4. To tho pay ment of such debts cf the said Deidrich Klepping ns aro yet unpaid; 5. And the balance (if any) to Mrs. Motto Ahlheid Muller, mother of tho 6aid Deidrich Kleppiug, or to her order.
