Gtitution a visit in behalf of the City Council, to ascertain its condition. The following is his official report to Council: CHABIIESTON, January 24, 1871. Hon. Gilbert Pillsbury, Mayor. Sra: In pursuance toyonr in Ht ru et i on 3, I baye the honor to report that I pre? sented to Mr. Parker, Treasurer of the State of South Carolina, tho accounts of the city for ?bo caro and support of the transient sick and disabled poor at tho Hospital, Alms House, nod Old Folks' Home; and wns informed thut tho State appropriation was nearly expended, there being a balance unexpended of a little over $3,000 in tho Treasury, which was required for small expenditures for this purpose. The accounts aro here? with returned to your Honor to await further appropriation on this bond by tho General Assembly now in session. Lunatic Asylum was closely and tho? roughly inspected, through the polite? ness and invitation of tho Superinten? dent, Dr. J. F. Ensor, accompanied by his assistant, Dr. Sloan. It is with much pleasure that I can report to your Honor, and onr fellow-citizens who aro interest? ed in this institution, tho general excel? lent condition and apparent comfort that I is manifested throughout every dopart mont of the institution. Its disciplino is parental, firm and humane, which con? clusion is arrived at, from tho freedom yet respectful intercourse evinced by the pationts, both malo and female, white and colored, on mooting tho Superinten? dent and his assistant, a fact in itself which is conclusivo of their daily inter? course with the unfortunate inmates. The building is sudly deficient in proper furniture, oto., for a Stato institution, fostered and supported by the State. It is far behind tho enlightened ago of pro? gress. And it is now very apparent to my mind least in comparison lo the in? sane institutions of other States, most of which I have visited. Tho old wood bedsteads, and other furniture, should bo immediately replaced by the modern iron furnitures since introduced in simi? lar institutions. Tho whole institution is not sufficiently warmed iu winter as it should be, and cunnot bo under tho pre? sent arrangements. Steam or furnace below, connected with tubes ruuniug through every room and corridor, with sliding valve regulators, should be sub? stituted immediately for the present ar? rangement, being moro conducive to health, and certainly less dangerous to conflagration. The colored division of the building is a reproach to the Stato. They aro all of wood, liable to fire, and, in severe cold weather, almost impossible to be made comfortable without great danger of conflagration. Dr. Ensor hus substi? tuted for the open fires, formerly used, the olose coal stovesurrounded by iron railing, bnt even these, during the severe season, are not sufficient for the comfort of this class of patients, who are peculiarly susceptible of cold. In every other respect I could uot perceive that there was any difference of treat? ment between tho white and colored. Theso buildings should be immediately removed, and replaced by the contem? plated wing to the main building, as rc & commended by tho Superintendent. TtThiBaddition would afford ample, com imodious and very comfortable accommo? dation for all tho inmates of both races, auld certainly would bo a great improve? ment to the institution. Tho library is a poor apology for an insane institution. The books are all of old editions, not of that character that would amuse the class of readers for whom they were intended, and when compared with the libraries of similar institutions that I have seen, I could not but think if they were burnt and tho Legislature would only replace them with more modern works, such as Harpers, Leslie and others like our own Simms* works, the people would not complain of their lavish expenditure of public funds. Again, there is a snd de? ficiency of musical instruments in this Asylum. It is an acknowledged axiom, among the best and most experienc d writers on the treatment of lunatics, that music possesses a charm for the unfortu? nate inmate that in many instances has produced a cure. Every well furnished Asylum is liberally supplied with musical instruments. I am sorry to say that tho State Asylum is not. I beg leave to in? form your Honor that all tho recent causes of complaint, which has so lately exercised tho public mind, have been re? moved, and the institution has boen plaoed by bis Excellency tba Governor nnd Regents, under tho caro and con? trol of such agents as to insure the im? probability of a recurrence of such re? ports as ure likely to disturb tho public mind again. The number of patients in the insti? tution on tho commencement of this fiscal year were 2-14; 112 males-87 whites and 25 colored; and 132 females-IOU whites and 23 colored. Of thia number chargeable and supported by the city at the commencement of this fiscal year was.\?,. .44 Admitted during the year 1870_ 9 53 Discharged cured. 3 Removed to tho City Hospital_ G Died-two whites.. 2 -11 Remaining to the charge of the city on 31st December, 1870. 42 At an annual cost ?if $160, within a fraction, each. Several of tho city pa? tieuts are convalescing very rapidly, and it is very likely, in a short time, may be discharged. I feel very certain, from the many improvements to this institu? tion, recommended by its present nccom riished Superintendent, based upon the jxporience of bis ablo predecessors, tho inerable Drs. Trezovnnt and Parker, ai d ls intelligent convictions, as brought jjfore tho Legislature, in his annual re? port to tho Governor, if consummated, pie Lunatic Asylum will be an ornament to tho Stute, and n blessed retreat to this unfortunate clnss of our people, "whom , God in his wisdom lins smitten with tue j sickness of tho soul." As it is at pro-, sent, Dr. Wilkins, Commissioner of In? sanity for tho Stato of California, nnd j who is now making a tour of tho United States and Europe, in quest of informa- j tiou touching thc subject of iusanity and j institutions for tho insane, informed the i Superintendent, while ona recent visit j to Columbia, that the Statu Asylum is j tho furthest behind tho ugo of nil tho hospitals for tho insane that he has visit? ed in this country, with one exception only. This should not bo so. This stig? ma on tho Stato of South Carolina ought at onco to bo removed by tho General Assembly now in session.
