The bill for cheap transportation pro?

Railroad, by a loan of six per cent, thirty
year bonds, to tho amount of $50,000
per milo for its whole extent from Port?
land to Chicago. The road is to havo a
double track, and bc furnished with steel
rails and irou bridges. Tho Postmaster
General is to establish tho rates for
transportation of freight and passengers.
A bill for consolidation of thc Indian
tribes was introduced. Tho object is to
bring all Indians under ouc government
and bring tho Indians of the plains un?
der tho influence of civilized Indians.
The discussion indicated that tho friends
of tho bill oppose Indian independence
of the Federal Government. Tho bill
went over to Tuesday. A bill defining
swamp lauds was made tho special order
for the 1st of February.
The Tribune says the Senate, yester?
day, devoted nearly the whole session to
a discussion of Southern outrages, aud
some remarkable statements not wholly
new, yet startling in their disclosures,
were made bj' Southern Senators. Thc
propriety of making thc investigation
seems unquestioned, but lhere ia great
dauger that it may lead to some new
measure of reconstruction, of which we
have had quite enough to demoralize the
most sober and staid society in the
country. We cannot but believe that
tho source of half tho trouble in the
South is the mistaken legislation which
has given privileges to one class and de?
nied them to others, and thus arrayed
cue party in violent hostility against an?

outrages will convince Congress of tho
