and heavy oats, so that the whole
amount of work performed to the 10th
of November did hot exceed $65,000.
The report concludes with a strong
appeal, in which the direotors nrge a
greater interest in an undertaking of so
vast advantage to the State.
We append a synopsis of Col. Low's
report:
Col. Low says the line around Stump
House Mountain would cost $262,000 to
finish the work. This discouraging view
was tho oause of the abrogation of the
Creswell contract, and the suspension of
the work.. In view of all this, Major
Leo reported on Sd cf January u moro
favorable one. He says: "The lino was
surveyed by him from Walhalla, S. C.,
to Clayton, Ga., the extent of which is
18 miles, 1,060 feet long, costing
$1,282.819.90." The result of tho loca?
tion of the new line is a saving of 5,131
feet, cost of building of which would bc
$98,000. The new line shows 240 feet of
tunnel, against 7,162 feet of tunnel on
the old line.
He recommends the abandonment of
the old line entirely, from Walhalla to
thc junotion of Chataga Uiver, and the
substitution of the new line. Better (ho
says) adopt the mountain division, as nt
present located, it being cheaper, By
applying the grade at War Woman
Tunnel, a saving is made of $90,000, and
the tunnel is avoided altogether. Beside j
this $90,000 saved, there is more oxemp- '
tion from accidents. He draws a com?
parison with the European lines which
are similar to this, and refers also to
lines in Pennsylvania, Maryland and
Ohio. He states that the grade on Blue
Ridge applies only to asoent from tho
East at forty-five feet per mile. He re?
marks npon the final location of tho
"new ronte, that a saving of 1}.< miles in
distance and $324,474.60 will b? gained.
Not the least important feature in this
improvement of the lino, is the reduc?
tion in length of tunnels from 9,476 feet
to 2,164 fe6t." Ho recommends wooden
structures or trestle-works instead of
masonry along the whole line. These
structures are to be, however, at excep?
tional points, such as Chauga Creek and
Chatuga River.
He concludes his report with a tabular
statement, showing the entire expendi?
tures necessary for the "old line," for
grading, track and depots, and engineer?
ing, to be $7,932,895.89; new line,
$6,764,437.91.

former. Between tho two was a table, at
which sat the Judges and Mr. John London,
Commissioner. Tho wheels wero made with
glass sides, so that everything within them
could bc seen, and wcro Becuroly lockod, until
tho drawing beean. This was done bv means
of two little boys, who wero securclv blind?
folded, ono drawing a number from ono of tho
wheels and tho other tho prizo to correspond
with it. Thero is no question but that the
drawing was done in a perfectly fair and just
