Daily, six months, $4 00; Tri-Weekly, 2 6C; Weekly, 1 50. The Bine Ridge Railroad. Wo givo below a sketch of the report of thc Board of Directors of the Bine Ridge Railroad to the stockholders. Tho report opens with an explanation of tho rescinding of the original con? tract. Tho board entered into a new contract on the 17th of February, 1870, with Mr. Thomas Steers, an experienced railway constructor, for certain classifi? cations of work, extending from Wal? halla to thc Is or th Carolina line. The transactions of tho board were at this juncture su bj cc tc d to the investigation of a legislativo committee. Gov. Scott and J. W. Harrison, President of the road, visited Kew York in Marok lost, to rai s o money in aid of the road, and Messrs. Henry Clews & Co. and H. H. Kimpton wore constituted agents of the company. Tho agents reported iu ?prii last their belief that tho entire bonds ot tho road could bo sold in Frankfort? Germany. While the President was diligently engaged in the execution of tho bonds, and procuring the signature. of tho Comptroller-General, who inter? posed no delay, certain tax-payers of the State of South Carolina instituted legal proceedings for the issue of an injunction against tho said company and the said Comptroller-General before Judge Mel? ton, and obtained a temporary order thorofor. The case coming np to be heard regularly upon its merits, was ably argued for tho company and the St ?ito by the Attorney-General and ! Messrs Pope & Haskell, and after careful consideration, the Judge decided in favor of tho rights of the company, and issued his order dissolving the injuotion and dismissing the complaint. An appeal from this decision was threatened, which caused a further delay of sixty days. At the expiration of this time, further pro? ceedings on the part of tho complainants having been abandoned, the execution of the bonds was completed, and the bonds were forwarded to New York, too late, however, for tho company to benefit by tho negotiation whioh had been com? menced, as tho inception of the existing European war had entirely arrested the sale of American railroad securities. Tho Board of Directors are reliably in? formed that no such sale has been made since, or can now be negotiated. At a meeting of the Board of Direc? tors, held in thc city of Colombia, in August last, Hon. James Li. Orr, Gen. Wm. Gurney and the President, were appointed a committee to visit the city of New York, and authorized to 6ell a portion of tho said bonds, or finding that impracticable, to negotiate a loan of ?vo hundred thousand dollars by hypothecation, to meet tho pressing financial necessities of the company. The committee soon fouud that the sale of the bouds was impracticable, for the reason already stated. After mach labor and delay, tho committee, however, succeeded in negotiating a loan of fifty thousand dollars to meet estimates then due, and other current expenses, with tho promise on the purt of those with whom they had negotiated, to make further advances from time to time, until thc bonds could be sold or the company whould make other arrange? ments. On tho 10th of September, 1870, when the President and Gen. Gurney had left New York on their return borne, Mr. Thos. Steers, the contractor, without cause and without notice, instituted cer? tain proceedings against the Executive Committee of tho company and their financial ageuts, claiming relief under his contract, and the appointment of a receiver of the bonds and assets of the company. The prompt conduct in be? half of thc interests of the company, of' Mr. Kimpton and Messrs. Henry Clews & Co., secured the postponement of the appointment of suoh receiver and the retention of the bonds iu their bands until the return of the President and General Gurney. Able counsel were employed and an argument entered into> referring the case to the consideration of the Board of Directors. Those bonds which the committee failed to negotiate? were left in the possession cf Mr. Henry Clews, who had been appointed one of tho trustees under the mortgage, for bin signature as such trustee, a portion thereof beiug hypothecated under the authority roferred to above, to cover loans made by him and Mr. Kimpton. The Board of Direotors compliment the chief engineer, and unite with him in recommending a chango of grade and curvature, but defer their judgment as to substituting wooden trestle-work for masonry. The report of tho Superintendent is commended by the Board. They think tho salary of that officer is inadequate A large and commodious machine shop has been erected at Anderson, at a cost of less than ?16,000. The Board re? commend that machinery for the shop be obtained at an early day. The corporations forming the connect? ing links in the States of Georgia, North Carolina and Tennessee, still preserve separate organ izations. The board think it wonld be judicious to seek legislative aid from tho States through whioh the connecting links pass, and think legal consolidation should be effected at once with the Blue Ridge Railroad Company of Georgia, and the Tennessee River ,Company of North Carolina. The citi
