It seems to be a recognised feat that
tho South is not purchasing this year as
largely in Northern and Western mar?
kets as for the year preceding. It is
stated by the New Orleans Picayune
that the decline in the price of cotton
has reduced the purchasing power of
the South fully $100,060,000. The
nvorage price per bale last year was $99,
which would make tho yield of 1809-70
worth some 8310,000,000. This season
the average price per bale is about $G0,
which, supposing tho crop to reach
3,500,000 bales, would be $210,000,000.
At these figures cotton is barely paying
the cost of production, and tho South
must use her reserve or credit, in order to
provide clothing and articles of house?
hold use. Luxuries, fancy goods, ?fcc,
aro dispensed with, and tho -mall Btoaks
of those arkioles in hands c merchants
are proving unsaleable. This diminu?
tion in tho value of cotton has caused
much depression in business ciroles, and
all through the South there is muon less
of tho buoyancy which was imported by
the largo receipts of tho previous years.
But there has been no demoralization,
and very few failures have occurred.
Planters, faotors and merchants have
worked together, and the commercial
curront rolls on, sluggishly, it is true,
but without disaster. Another six months
may bring about a great chango. The
aroa planted in cotton will probably bo
diminished, while that put in corn,
grain, aud oil the diverso industries of
tho farm will bo augmented; and thus,
in both ways, tho planter will gain; first,
by nu enhanced price of his money -
Htuplo, and next, by raising tho articles
ho would otherwise have to purchase.
DESTITUTION IN GEIIMANY.-Tho social
and domestic misery produced in Ger?
many by tho war is very great. A Ger?
man paper states that in tho province of
Westphalia, at tho beginning of October,
thero were 11,817 married women, the
wives and widows of soldiers, together
with 22,713 children, obtaining relief
from the publie funds. In Hanover,
9,624 womou and 20,418 children were
dependent upon the public for support.
In the Rhenish provinces, there were
14,312 married women, and 29,619 fath?
erless children who wore utterly desti?
tute. Thus iu only threo Prussiun pro?
vinces there were, lust October, 35,753
women, and 78,750 children in a condi?
tion of misery and want, and it is believed
that destitution to tho samo extent
prevails in the other provinces of Prus?
sia. The price of provisions is extraor?
dinarily high.

married in Washington city, on the even?
ing of tho 2l8t of August lust, to Mrs. S.
Pottigru King, while nt that time, as al?
leged, a petition for divorce, filed by
Mrs. Tabitha Bowen in tho Louisville
Chancery Court, for divorce from Hon.
C. C. Bowon, Congressman from Charles?
ton, S. C., was still pending. lu hin
haste to marry, Mr. Bowen is charged
with committing bigamy, and for this he
has uow been indicted by the Grand
Jury of the District, a true bill having
boon found against him.
