EDITOR: Thoro has boon intro? duced iu ?Le House of RopresontatiVCB a bill to amend an ?ot entitled ''An Act to fix the G td ari co of certain officers and for other purposes." This bill gives those members of the General Assembly, as well an his Excellency the Governor, an opportunity to show by their votes and approval how siueere they aro when they clamor for retrenchment. Tho bill, ?which was introduced by the Hon. Sam? uel J. Lee, of Edgefield, provides for catting down the salary of the Governor to $3,000, and proposes to take an equal amount off from the salaries of each ex? ecutive officer, save the Secretary of State. It also proposes to rednce the salary of School Commissioners to $000, except the Sohool Commissioners of the Counties of Beaufort, Colleton, Barn? well, Edgefield and Biohland, who are to receive $800 per annum. The School Commissioner of Charleston County is to be paid $1,000. County Auditors' pay is not tonohed, but tho commissions of County Treasurers cannot exceed $1,500, save that of the Treasurer of the County of Charleston, whoso salary is I not to exceed $2,00t). Not only is this system of retrenchment consistent, but it will be a saving to tho State of not lesB than $30,000, which amount, if added to the Sohool Fund, would go far toward increasing its sufficiency, and could not fail to bring about the most favorable re? sults. A bill that thus proposes such a just reduction of salaries for tho public weal, I hesitate not for one moment to give it my hearty support. Those who suppose that they can take New England or tho Middle States as their guido in regulating tho pay of our County officers, aro greatly mistaken. In the first place, the school officers in those States are ably seconded in their efforts by every parent (who is educated) who have children to send to school; and, in the second place, the pecuniary cir? cumstances of our County officers, from one canse or another, are by no mennt> ns good as the same class of officers in the North. Besides, those nmoug whom they labor are ignorant, nnd hence more real labor devolves on them than on the County officials of tho North. If it is said that the State is poor, I reply, so aro our County officers, and it is better that the burden be shared by tho many than by the few. Indeed, if School I Commissioners do their duty, their pay j is not too largo. I believe the School Aot should be made more stiiugent, and that the Sohool Commissioners should be put under bonds for the faithful per? formance of their duties. Ono thing is certain, that if County officers, with their present meagre pay, do not discharge their duties well, it is absnrd to expect that they will be more faithful when their pay is materially cut down. I re? gard, therefore, any attempt to reduce the pay of these officers only, as a direct thrust at the important interests over which they preside. A REPUBLICAN. The Republican party in the South needs reconstructing quito as badly as any of the rebel State Governments did. Too many carpet-baggers, too much politics and too little intelligence have swamped the Badical element in Vir? ginia, North Carolina aud Alabama, and the same causes promise like results in Arkausas, Texas and Georgia. Un? less the unscrupulous politicians who have, during the lust three yours, ma? nipulated Southern affairs aro thrown overboard and party dissensions healed, most of the lute rebel States will be lost to the administration in the election of 1872.-iVeio York Herald. It is reported at Amsterdam and Brus? sels that Prussia bas notified tho Govern? ment of the Grand Duke of Luxembourg, that in consequence of the hitter having allowed a violation of tho neutrality of the Grand Duchy, Prussia is no longer bound to respect" it. This may bo considered a preliminary intimation that Prussia in? tends to absorb Luxembourg along with Alsace and Lorraine. Palatka is a point I can recommend. A good hotel is kept thoro by Petermun. Last win? ter I saw several persona there whose lungs bad been badly diseased, but who, under tho healing influence of tho climate and my medi? cines, wcro getting well. Ono hundred miles further down the river is a point which I would profer to Palatka, te tho temperature ia more even and the air dry and bracing. Mellon ville and Enterprise are localed there. I should give a decided pre? ference to Mellonvillo. It is two miles from river or lako, and it Booms almoat impossible to take cold Ibero.
