Smalls submitted a petition from tho County Commissioners of George town, for power to Iovy a speoial tax of two mills, and introduced a bill for that purpose. Mr. Nash presented the potition of the officors of tho College of South Carolina, for a grant of $9,050, in consideration of services. Tbe Committee on Incorporations re? ported unfavorably on a bill to incorporate tho Pleasant Grove Church, of Darling? ton. Mr. Wbittomore introduced a bill to amend "An Act to define the jurisdiction and regulato tho practico of Probato Courts." Mr. Hayne introduced a bill to repeal tho Act establishing a State Police. Mr. Cardpzo introduced a bill to em? power the State to maintain beneficiaries in the Lunatic Asylum, instead of the several Counties, as heretofore. Mr. Wimbusb, from the Committee on Incorporations, reported bills to incor? porate the Young Men's Brotherly Asso? ciation of Charleston ; also, to incorporate the Stonewall Fire Engine Company. Mr. Corbin presented a memorial against the passage of the bill in r?f?r? en?a to the usury law. Referred to tho Committee on the Judiciary. A resolution authorizing the Commit? tee on Privileges and EleetionB to send for persons amt papers, in the contested election caso of P. B. Tompkins vs. F. A. Clinton, as Senator from Lancaster County, was laid on the table. A bill to alter and amend "An Act to alter and amend tho charter of the city of Greenville, and for other purposes," was read a second time in tho Committee of the Whole A resolution to require the Printing Committeo to advertise for proposals for the printing was referred to the Com? mitteo on Printiug. A resolution to direct the Committeo on Privileges and Elections to inquire ns to the eligibility of Hon. D. T. Corbin to a seat in the Senate was withdrawn, and a substitute adopted. Benjamin Smith wanted to shirk jury duty in tho General Sessions, New York. Fulling a long face, and with a mica seemingly tremulous with suppressed emotion, he thus addressed the clerk: "1 am a public spirited citizen, and want to do my duty, but I thiuk I should bo ex? cused from serving in- tho jury. Nono of us are responsible for death's doings, and (heaving a deep sigh) I have to at? tend a funeral this afternoon. That's my excuse." "Certainly. Tho Grand Jury has returned into tho United States District Court for tho District of Columbia, au indictment against C. C. Bowen, member of Con? gress from South Carolina, for the crime of bigamy; nnd it is understood that a warrant has been issued for his arrest. The air tir has created souio excitement in cortaiu circles. Wo learn that tho ladies of Trinity Church propose to give a Christmas soiree, commencing on the eveuing of tho 20th instant, followed by a matinee on tho 21at, and to conclude on the evening of the 21st. Tableaux will also bu a feature of tho occasion. Nor will the matter of refreshments be neglected.
