a warlike feeling is prevailing over the
whole of the empire. Gortschakoff's
ciroular created a universal feeling of joy
at Sebnatopol. Tho Emperor notified
the reserve corps to hold themselves ia
readiness. It is oonsidered very impor?
tant that this measure has not been re?
sorted to since the Crimean war. Russia
is committed to hold thislineof conduct,
and resolved to proceed in spite of all
opposition. It is announced by the
Emperor that 40,000,000 roubles will be
devoted to extraordinary war expenses
by the 1st of January. 49,700 remodeled
guus and 150,000 breech-loaders will be
ready for use.
It appears from diplomatic correspond?
ence that Motley, August ll, telegraphed
the following to Fish: It is an authentic
fact that the French Government tele?
graphed to London, yesterday, to know
if General Loe is here, or whether he is
expected. The supposition is that a
military command is to bo offered him.
I am not aware that General Lee is in
London., or that he is expected. The
fact, however, that tho French Govern?
ment should show such anxiety to ob?
tain the assistance of military talent from
so distant a quarter, would seem to argue
nome want of confidence in. the govern?
ment of their armies.
It is stated on proper authority, that
thc Government has only redeemed
80,000 counterfeit 7-30 bonds.
