He said that formerly in" South' Carolina the State Agricultural Society was aided by an an? nual Appropriation from the State Trea? sury. This secured the Sooiety, and iras designed to help it on until it should become self-sustaining. That source of reyouue could not now be relied upou tinder the: present regime; hence the ne? cessityof devising sonto method to put th? Agricultural and mechanical Sooiety apon a proper basis. Now, he said, the Society, in order to meet the expenses of the Annual Fair, has to rely solely upon tho gate-money and the payments of members, life and annual. This ia an uncertain dependence. Henoe it WOE that one year ago, the question arose, bow to improve the basis upon which the Sooiety rested. At that timo thc joint stock feature was proposed, but il was not adopted, and in lien thereof c guarantee or indemnity fund of 88, OCX was pledged and placed ut the commauc of the Executive Committee. At th? last meeting of the Society, the mattel was again brought np, and it was re solved to adopt the suggestion of th? Executive Committee, which favored tin joiut stock feature. But to convert th? present State Agricultural and Mechoni cal Society into a joint stock compun] was deemed inexpedient, as it held pro porty OK a State Sooiety. Hence it wai determined to form u joint stock com pany, auxiliary to the said Society-1< act and work with it. This joint stool company would secure that better basil upon which it was essential to place tin State Fair. It would furnish a ccrtaii fand' io supplement the receipts of tin Society, and by increasing the resource and the revenues of the Society, it wouh give the means for the enlargement o the sphere in which we have been opcrut iug. Col. Thomas oontonded that th? joint stock project rested upou a gooc basis. Parties entering into it wouh not be making a contributiou. Thej would bo making an investment. Pro perly, practically, sagaciously managed snob stock would pay good dividends Such, at least, has been tho case else where. If men wanted an argument fo tho pocket, he could give it, but ho wouh place the Subject upon higher ground The State Agricultural and Mechanics Society was a great Stato institution connected with our pride, our hopes nm our influence. It brought together tba largo and substantial portion of our pee plo so inadequately represented in th present State r?gime. It cemented th bands of their society. But, above all it sought to foster those grand industria forces which aro necessary to the rc establishment of our fortunes. It encouraged mechanical ingenuity fostered inventive talents, developed th science of agriculture and sought t givo new life to all those arts of iud ns try which build up States and servo t make communities strong, prosperou and independent. As for Columbia, Colonel Thoma said? that he deemed it unnecessary t impress upon the business men preset the rare advantages to neerim to tho cit from the establishment here of a proi perons State Agricultural and Meehan Cal Sooiety. Atlanta had promptly rail od $100,000 in order to become the soi of the Georgia State Fairs. He fe satisfied that Columbia would do he part. He knew that we were pom', au enees. Lot us, Mr. Chairman, said Colonel Thomas, move promptly in this matter, and BOO to it that wo make Columbia tho scat of a grand auuual fair, and thus help tho building up of the oity and tbs develop mont of the general interests of the State. In SPIRIT as well as in RESOURCES, let us get roudy for tho duties and labors that our circumstances impose upon us. Colonel Thomas then offered the follow? ing resolutions: Whereas, the State Agricultural and Mechanical Society of South Carolina, at its last meeting, recommended formation of a joint stock company to bo made auxiliary thereto; and, whereas, wo deem this proposed organization essential to the development of the said Society and to the strengthening of its financial basis; be it, therefore, Resolved, That wo respectfully com? mend the said joint stock company to tho favor of our fellow-citizens through? out-, th e . State. Resolved, That, as this enterprise, so useful to the State at large, is especially advantageous to the interests of Colum? bia, a committee of three from eaoh Ward in this city bo appointed by tho Chair to obtain subscribers to the stock of the proposed company. Capt. W. B. Stanley seconded the resolutions, and said that he happened to bo acquainted with tho workings in the North of several agricultural BOO? eties, organized on the joint stock basis. They were not only self-sustaining, but their stock was in great demand, and paid handsome dividends, varying from ten to twenty-five per cent. If the pro? posed joint stook company here shall be well managed by practical mon, he had no doubt of its successful operation. He favored the project. The resolutions were unanimously adopted. The Chair next called for the reports that some gentleman might make as to the stock already taken. A number of shares were reported taken, and a num? ber present gave in their nameaas sub? scribers. The Chair, under the resolutions adopted by the meeting, appointed the following committees: WARD No. 1.-John McKenzie, D. B. DeSaussnre, W. H. Gibbes. WARD No. 2.-L. D. Childs, W. THL FEW. At a meeting of tho Columbia Bar, which was held this day, tho 19th of No? vember A. D., 1870, in tho office of Messrs. Pope & Haskell, for tho purpose of considering somo timo for holding au extra term of tho Court for Richland County, Cnpt. James D. Tradewell was called to tho Chair, and Johu T. Sloan, Jr., requested to act ns Secretary. Col. F. W. McMaster road a letter from his Honor Judge Rutland, in which his Honor oxpresscd his willingness to hold the extra term of the Court of Common Pleas; but at the same timo pointed out legal difficulties which might interioro with his holding tho said extra term of the Court. Col. Frank Pickling introduced tho following resolution, which was immedi? ately considered and agreed to: Resolved, That tho Chairman of this meeting be instructed to communicate with his Honor Judge Rutland, and re? quest him to hold an oxtra term of the Court of Common Pleas for Riohland County at some future day, which may suit the couvenionco of hie Honor.
