A "SIGN or A CHANGE.-The arrival of
the steamer Frankfort, from Bremen, at
New Orleans, on Tuesday, with moro
than 800 passengers, mostly emigrants,
500 of whom were destined for Texas,
shows very conclusively that the people
of the South oro tiring of that negro
labor whioh has so solidly arrayed itself
in political opposition to all tbo better
interests of the country, by its adherence
to the radical party. This is only an in?
timation of what will follow the end of
the European war, .in tho shape of emi?
grants? who will flock to the South and
South-west, identify themselves with the
growth and prosperity of these sections,
and thus toko"tho place of that element
of labor whioh is now pleased to place
itself in hostility to the interests of tho
country. The negroes wonld do well to
note these arrivals from time to time, as
a reminder that there is muscle else?
where than in their sable arms, and that
the Southern people mean to avail them?
selves of it, rather than to submit to
their dictation under the manipulation
and control of political plunderers and
adventurers.-Augusta Constitutionalist.
A naval duel, formally arranged at Ha?
vana, took place on the 9th instant, ton
miles off the Cuban coast, between tho
Prussian gnu-boat Meteor and the French
gun-boat Bouvet. The Spanish war
steamer Hernandos Cortes attended as
umpire, with the Captain-General and
other officials on board. After an inter?
change of five shots, the Bouvet attempt?
ed to board, but her rigging got in a
"mess" with the Meteor, her main and
mizeu mast went overboard, and tho
rigging going along with them, entan?
gled the Meteor's screws. The latter
just then smashed the Bouvet's steam
?dpe with a shell, and the Frenchman
orthwith made haste to get away. The
Meteor, though unable at the moment
to persue, kept np fire on the fugitive,
and was duly declared the victor. The
Bouvet had three wounded-the Meteor
two killed and one wounded. The Ger?
mans at Havana are arranging a grand
banquet for the officers of tho Meteor.
A Texas sheriff has been removed be?
cause, as the local journals say, "he re?
ported too many persons as killed while
resisting arrest."
