It is stated at Berlin that tho last summons for tho surieader of Paris bas been forwarded to the mili? tary authorities there, and if not acceded to, the bombardment will commence during the present week. Tho efforts of M. Thiers and others, promiuont in ne? gotiations for peace, have not yet boon abandoned, however, and tho question is donbtlRRs not altogether a hopeless one. NATIVE .ENTIUUPBISE. -In the Scientific American, tot September, we observo a fine engraving of Joseph K. Davis' im pro\{ed;<jo^oh and hay press, recently advertised in our columus. It is accom? panied 1 with a complimentary notice. The American pronounces the press a model of simplicity, oh?ap and durable, and one of. the most simple and practical of cotton presses. Mr. Davis proposes to devote his energies to the manufacture and sale of his hay and cotton press. "WHrrn .jA^. Either that, or the imported white folks down there who have kindly consented to "run the machine," aro not tho sort of men they ought to be. At every election there is much bad blood manifested, and the local authorities don't seom fit for anything more than to got up and "holler" for United Statos troops when? ever a disturbance threatens. They have plenty of lungs; more than enough wind to rana balloon exprese, but no moderation, no tact, no judgment, no oommon BOUBO. The white-and-black puzzle is too muah for them. Grant that peppery South Carolinians are hard to manage; grant that emancipated blacks aro ugly customers when stimu? lated to "feel their oats" by Iightuing whiskey and oratorical gas; grant that the meeting of fiery Rhetts, Pinckueys and Lamars with jubilant Sambos, Gus tavuses and Creaars is not a sight to en? counter the friends of universal peace; grant all this, and wo have tho strongest reason in the world for requiring that the men who "run tho machino" in South Carolina should bring to their work the coolest counsels, the very best praotical judgment, the greatest de? cision of character, and the most perfect freedom from all political bias. That these qualifications uro wanti?g, wohavo proof enough in the scenes of violence and bloodshed that periodically disgrace the administration of affairs in the Pal? metto State. TUE LAUUENS AFFAIR.-The Laurens ville Herald has the following account of the casualties in tho fracas that occurred in that County on tho 20th instant: Bill Fleming and Bill Griffin killed, and Alfred Morris wounded, all colored; Volney Powell, Bill Riley, young Abe Simmons, Wade Perriu, Young Simpson, aDd one other, name not knowu. Moat of these wereiurnates of that in? famous den "Tin Pot." Perrin was a candidate for tho House of Representa? tives. Powell was a recent comer to this town; was one of Scott's constabu? lary; was radical eaudid?te for Judge of Probate, and Mauager ut tho recent elec? tion, the ouly whito man hurt. Bill Riley was ono of tho guard over tho arms at "Tiu Pot." In addition to tho largo amount of ammunition and arms stored in Crows' barn, tho cottage iu which the constabulary slept, iu Crows' yard, was also largely supplied with Winchester rifles. The arms taken possession of by tho sheriff and placed in tho basement of tho Court Houso oh tho evening after tho outbreak, wore seized by tho meu who came boro during that night in great numbers, probably 2,000 mounted men. The office of the Trial Justico Crews, in "Tin Pot," was badly smashed and gutted. Except for tho efforts of tho sheriff, under tho ordor of the Court and prominent citizens, tho outraged oitizons who had been fired upon from "Tin Pot," would havo mado pursuit and many livos sacrificed. A DOUBLE HOMICIDE.-Two negroes were killed on Monday at Cochran, a station on the Macon and Brunswick Railroad. It appears that two negro men got into a difficulty, or fight rather, about a oolored woman, when tho ono shot and killed tho other, whereupon a third negro, who was standing near aud witnessed tho shooting, stepped up and shot the slayer, and immediately took to tho woods and uffected his escapo. A locomotive on the Huntingdon and Broadtop Railroad exploded at Hunting? don, Thursday ove?ing, blowing to pieces Jerry Wertz, the engineer, and fatally injuring a boy named Daniel Hick. ; COLUMBIANS. DANGERS OF TUE SEA.-A passenger who was saved from the steamer Conti? nental-wrecked last month, while ply- j ing between San Francisco and Panama -gives tho following in regard to the dangers through whiob he passed: "While wo were around the vessel, and during the whole time we were out, the sea was alive with sharks; their fins could be seen sticking up on all sides. This is probably the reason why thoso who were loft on board the ship refused to leave. When wo approached tho shore, tho water was fairly black with sharks, and most of ns became alarmed for fear that wo might bo capsized in benching the boat, and bo devoured by them. The breakers ran very high. Every oar was manned, and, selecting a good place, wo made through the surf for tho beach. Tho bow of tho boat grounded when a largo wavo receded, aud in a moment after a wave raised tho stern end of tho boat and turned it clear over. It fell bottom-side up and cpilled us all out. Thoso of us who fell outside the gun? wales turned tho boat over and rescued the women and children. Tho water was only waist-deep, and wo all succeeded in reaching shoro ia safety. Tho place where wo lauded was about forty miles above Cape St. Lucas." POPULAR DETERMINATION OF ALLEGI? ANCE.-Tho New York Eveniug Post, an ardent advocate of tho German cause, publishes a communication from n cor? respondent, "Americus," apologizing for tho proceeding said to bo contemplat? ed by tho Government of Prussia, that of wresting Alsatia and Lorrniuo from Franco and adding them to Germany. Tho spoliations which France, if .suc? cessful, might bavo committed upon Germany are not regarded by tho Post as any justification for a wrong of the same nature by making Alsatia and Lor? raine n part of Germany when tho peo? ple who inhabit them desiro that they shall remain a part of France. The Post says: "Of tho fact of their desiring to remain under tho Gavcrnmcnt of France, we believe there is no doubt in uuy quarter, aud thero is something utterly abhorrent to our feelings, as Re? publicans aud friends of popular liberty, in tho idea of transferring communities of men from one Government and one sovereign to another, without regard to their wishes, as if they wero so many herds of cattle or gangs of slaves. This has been tho practico of the conclaves of despots called holy alliances and allied powers of Europo; and it has always beou condemned by tho friends of po? litical liberty as a crime against tho na? tural rights of tho human race." Tho Post in this expresses tho sentiments of most Americans. What the correspond? ent, however, says of tho emptiness and worthlessness of plebiscites in cases of annexation, when the voto is given un? der the shadow of bayonets, is no doubt true, as it also is of other subjects be? sides annexation, and of other conti? nents besides Europe. It is worse than a farce to speak of elections as fron where the bayouot is fouud side by bide with tho ballot-box. Tho tournament ut Yorkville, whic*h carno off ou tho 28th, was a grand suc? cess. Tho day was magnificent, and lhere wero between twenty-five and thirty Knights entered. Mr, W. M. Steele, of Rock Hill, was tho champion of tho day, crowning Miss Mary Tagon, Queen of Lovo and Beauty. Mr. J. H. Rogers was second, crowning Miss Liz/.io Howitt, First Maid of Honor. J. J. Waters, Knight of tho Golden Fleece, third, crowning Miss Lizzie Lowry Second Maid of Honor. Mr. J. J. Steelo next, aud crowned Miss L. Browu Third Maid of Honor. A Mr. Nichols, of Virginia, who has been absent from homo some time, was returning on tho Chesapeake and Ohio Railroad last Saturday, when ho was in? formed that bis wifo was dead. Ho im? mediately wont out upon tho platform and shot himself through tho head, pro? ducing instant death. Tho railroad boarding-house at Bis? marck Station, on tho Iron Mountain Railroad in Missouri, was burned early yesterduy morning. Tho keoper was roasted alive; two other men were in? jured, and many othors made narrow escapes. Tho last rail completing tho Mobilo and Chattanooga Railroad, between Mobilo and New Orleans, was laid Saturday, and trains commenced run? ning between tho two cities tho same day.
