week have been 399,074 bales, against
35,681 bales last year; total exports for
this year 114,477 bales, against 117,860
bales last year; stock at all ports for this
year havo been 204,911 bales, against
104,719 bales this date last* year; stocks
at interior towns for tho week 32,775

the policy before tho German war, and
the Government has no power to restrict
American citizens in tho disposition of
arms so purchased within tho neutrality
laws.
