DEAR SIR: Yours of the 10th instant, calling my attention to the provision of tho election law of 1870, which prescribes the duty of managers of the elections in administering oaths to the voters, aud asking my coostructiou of the samo, has been considered. The laugungo of tho Act is as follows: "The managers shall admiuister to each person offering to voto au oath that they are qualified to vote at this election, ac? cording to the Constitution of this State, and that they have not voted during this election." This lau guage can hardly admit of doubt, and I am of thc opinion that the oath must be administered to all offering to vote. I see tliu forco of your suggestion that this will result iu some precincts in de? priving persons of tho privilege of voting, for want of timo to administer the oath. I eau only say that I think it will be per? fectly lawful for tho managers to admin? ister the oath by squads, iu caso no chal? lenges ave made, and tho managers have DO cause to doubt tho right of tho par? ties to vote. In tho latter cases, the oath may bo administered to each sepa? rately, if desired. In this way I think sufficient time will bo found to allow all to vote. Yours, very respectfully, D. H. From tho hopper, into which it was thrown ut the beginning of its journey, the seed rushed through a machine contrived with a box stomach, in wdiicb wore arrested a varied assortment of nails, old iron, bits of crockery, bones, stones and gravel, which are found in cotton seed, but would bo of no we in tho oil, and are consequently rejected at the first stage of the process. This di? gester bauds the seed to the linter, which takes off any lint adhering to tho seed, and blows it into a sheet-iron room, wbilo tho .?.(?ed aro passed on to a huller. From tho huller the seed, now hulled, but mixed with the kernels, climb up an elevator to tho roof, and tumble nbout in an immcusc screen until the kernels aro separated from thc hulls, which arc thrown out to the boiler for fuel. As fast os they aro free from the hulls, thc kernels hurry back and divo out of sight between a powerful pair of rolls, but re? appear again in a mashed condition, climbing up to got into a large steam chest, where they are to bo heated. Even here, however, they do not stop, bnt aro kept stirling around until well warmed, when they squeeze out into a bag ready to receive them, and the bag, rapidly adjusted by hand, is placed in the press. Hero there is a halt for soma minutes, while tho oil makes its escapo under a tremendous but silent pressure, and run? into ii tank, after which thc pressed cake is thrown to a mill, ground to meal and bagged for market. Tho crude oil, aftei being ullowed to settle, is pumped up tc the refining tanks, and fitted for varioui markets by dark and delicate processci only understood by fow.
