LONDON, October 1.-TheXeama Rita, for Havana, has been damaged, and is now at Milford Haven, repairing. TOURS, Ootober 1.-Thu official jour? nal of the Republic to-night publishes a decree, fixing the time foreleotion of the Ooustitueut Assembly, aud prescribing the manner in whioh the election shall be held. The total number of repre? sentatives is to be 750, these to be elect? ed by France alone. There is no pro? vision thus far for Algeria or other colo? nies. Representatives to be apportioned on the basis of population. All French? men, residents six months of any com? mune, and whoso names may bj inscrib? ed in the list of electors, will bo outitled to vote. Prefects and Secretaries Gono ral actually in office may bo re-elected. The electors will vote at tho chief place of the cautou. Prefects of departments may. under certain circumstances, giveu at length in the original documents, divide the cantons in two or moro elec? tion districts. Voting to begiu on the morning of Ootober 16th, and ond at 7 in the evening. The ballots will be counted the1 same evening, by a com? mittee of six persons, who are to bo named hereafter.
