The World's correspondent at Bor togue telegraphs that exciting news has been received from Rouen, of the crowning defeat of the Prussians South : of Paris, by General Dncrat, Tuesday, 27th September. The Freuoh forces i which hod driven the Prussians from i Clarmont, La Roohe, Chattillon and 1 other places, as previously reported, I were strongly reinforced Monday night, < by Trochu, and advanced upou the German position at Montrevillo and Versailles early Tuesday morning. The battle beguu at Vierofray and Velisy, tho Germans oontestiug the French ad? vance with desperate energy until assailed by fresh columns, from under the guns of Mon ut Vail eran, at St. Cloud, through the Boise Do Fran?ais and Vanardssou, where a number of regiments of Baden troops mutinied on the battle-hold and refused to go under fire. Nearly 100 of these troops wore shot by order of the German commander. The rest are still held back, though many threw down their arms and dispersed through the forests. The Crown Prince was finally compelled to retreat, abandoning Ver? sailles to tho victorious French. BOSTON, October 1.-The captain of tho British brig Nancy, from Cow Bay for New York, was picked up at sea, from a plank, after being in the water thirty-six hours. His wife and ohild, a lady with seven children, as passengers, and the entire crew were lost. WASHINGTON, October 1.-Internal revenue receipts for September was near? ly $13,000.000. Treasury disbursements for tho month, $47,225,000. The largest item was $6,500,000 for Indians and pensions. Tho new internal revenue lu w, repealing all taxes on gross receipts and nales, except of tobacco,, snuff, ci? gars and spirits, and abolishing tho uso of stamps on all receipts for money, and on promissory notes of less denomina? tion than 8100, and all taxes imposed by Schedule A, of June 30, 1864, takes ef? fect to-day, and hereafter no taxes aro to bo collected on any of tho above-named articles. Schedule A, which ceased to exist yesterday, required taxes to be paid on carriages, gold watches, billiard ta? bles, gold und silver plate, &o. The tax on brokers' salos is not repealed by law, as erroneously stated. Coin in Treasury 896,000,000; currency 832,000,000. Tho water is higher here than ever known. No trains from Lynchburg since yesterday. WHEELING, VA., October 1.-Advices from Harper's Ferry reprosent a great flood in. the Shenandoah River. Many substantial buildings have been destroy? ed. Fifty persons have lost tboir lives, and many aro ia peril beyond the aid of their friends. RICHMOND, VA., October 1.-The river here rose twenty-five feet last night, and this morning is within a foot of the Danville Railroad bridgo and Mayo's passenger bridgo. Tho streets for four or five blocks, in the vicinity of the old market, tho lowest point in the city, are submerged iu four foot water. Thou? sands of persons are on the river banks waiting for thu bridges to go. The lower portion of Libby Prison took fire at ll o'olock from a quantity of lime being overflowed by the flood. Tho fire was Btopped before much damage was dono. Citizens are volunteering to remove tobacco from the ware bouses on the river bank. Furniture, trunks and barrels of flour, and whiskey, are floating down the river. The river at Lynch? burg has fallen eight feet. Suveral bridges on Virginia and Tennessee Rail? road were washed away. The persons drowned, at Lynchburg, wer^ Mrs. Ran? som and her daughter, threeobildren of Mr. Whitlow, and a colored woman. RICHMOND, October 1.-The water here is still rising. At 1:30 o'clock between 300 and 400 stores were in seven feet water, between 15th and 18th streets. The Btreet cars plied till noon when the water coming in at the windows tho line was stopped, and a ferry is now run on all the line streets from 15th to 18th. Just at noon the Manchoster end or Mayo's Bridge gave way, and half a mile of the bridgo floated down the stream. All the wharves are nnder water, and the York River Railroad Depot is complete? ly submerged. Several small manufac? turing establishments along the river have boen swept off. AU day the river hus boen dotted over with small houses and wrecks of houses, fencing, dead cat? tle, Sec., drifting down. The gas works are submergud. The first wavo from the Lynchburg freshet struck here at 5 o'olock this morning, and the river commenced rising with much greater rapidity than before, when it was ouly swolleu by the overflow. In three hours tho lower end of the city known as Rockets was under water, and the scene there beggars description. Two or three email stores were swep off, with nil their ac?tente. The fami Lies who had remained in their houses, hoping the flood would subside, oom menced crying from the upper windows for help. Boats were brought aud they were saved, but the larger portion of their furniture was lost. Two hundred families in that portion of tho city are houseless to-night, camping out on the neighboring hills. To-night the bridge of the Richmond and Danville Railroad still stands, but the river is still rising, and it is hardly believed it can stand much longer. All the large cotton, irou and flour mills, employing 2,000 hands, havo been forced by the flood to stop operations. The ;ity water works have also been stopped, being so damaged that they cannot be repaired in two weeks. The reservoir anly oontains fire days' supply for the 3ity. All the ice houses in the city are an tho river bank, and are twenty feet under water. Tho water is seven feet uglier than ever known before.
