these questions, wo suppose, there can
bo but one answer; but it is useless, as

dation by simply voting. Now that
everybody votes, no man is respected
for voting, any more than for wearing
pantaloons, although inability to vote
when othors did vote would, undoubted?

must show itself capable of tho acquire?
ments and achievements through which
other races have achieved distinction,
it must furnish n fuir quota of able and
successful men of business, of learned
aud astute lawyers, of well-trained scho?
lars, of eloquout preachers, of pains?
taking, and clear-headed, and thorough
men of soieuce. It must, loo, do a rea?
sonable amount for tho arts of music and
painting, at least-we aro disposed in
consideration of the multiplicity of white
poets to graut it a considerable respite
in tho matter of poetry.
"Lastly, it must furnish a respectable
quota of honorable and polished men of
culturo, and women of the samo sort. It
is no doubt protty hard for n race situa?
ted os it has been, and still is, to do all
this; but it must be done, in order to at?
tain to anything approaching to social
equality. Position iu this world is ouly
accorded to desert of some kind, and all
the speechifying that could be put iuto
iiCty years of conventions would not
change the rule. Of course, no race is
expected to furnish a great number of
first-class meu in auy department, but it
has to furnish some, and of their per?
formances the race gets the benefit in re?
spect and reputation."
"The attempts of the colored people to
work their way up have not thus far
beeu very fortunato. They have by no
means put their best men into the front
rank. They have sent ono or two men
to tho bur boro ut the North, who have
boen miserable failures in every waj-;
and tho?gli somo of their leaders at the
South have been good men, their politi?
cians have, on tho whole, done them no
credit. Their cadets, too, at West
Point havo certainly not been selected
in such a wuy as to assert the principle
of equality with much honor, and one or
two mistakes, such as the election of
Whittemore, have disheartened a good
many of thoir friends. But they have
distinguished students now both at
Yale aud Harvard, and there aro plenty
of other signs that, with good sonso and
hard work, there is nothing to hinder
them from winning, if not a place in the
very frout rank, still a very respectable
pince."

Switzerland is gunering immensely
under the. present war. She has no coal
mines, and procures her coal from (?er

necessaries of lifo have been declared

Governments, and aro not suffered to

ed by those youthful venders of hay and
fodder, who may bo seen on our streets
with diminutive carts but little larger
than a family wash-tub, drawn, in mont
cases, by small half-starved stems. Said
cart is capable of containing (when well
pressed down und liberally watered) from
150 to 200 pounds weight, but by some
straugo ?iocus pocus, after tho second
weighing at tho city scales, made to
represent a weight of from 600 to SOO
pounds, for which tho unsuspecting pur?
chaser ba3 to pay. Having boen a vic?
tim to theso frauds, I have taken tho
trouble to invostigato tho7?joeiit.s operandi,
and give the result of my discoveries,
hoping thereby to put on guard all thoso
who are thrown iu contact with theso
cuterprieing young traders. I have dis?
covered three different modes adopted
by them, by which they cheat tho pur?
chasers out of from 300 to 500 pounds on
oaoh load. Tho first is very ingenious
and worthy of a better causo. "Artful
Dodger" No. 1 weighs a load of hay,
drawn by a very largo steer, who will
weigh from 800 to l,000?pounds. Tho
ticket for tho first weighing is made out
iu all honesty by tho Clerk of tho
Market. The load is then delivered to
the purchaser, but the "artful dodger"
on his return to tho scales exchanges,
for tho time, his largo stcor for ono be?
longing to his accomplice, Dodger No 2,
said little steer weighing not moro that
400 pounds, which is weighed with the
empty cart, tho ticket mado out accord?
ingly, and tho purchaser charged iu hay
tho difference between the largo and
small steer, some 100 or 500 pounds.
Dodge No. 2.-After weighing a large
load, as much as the cart eau hold, No.
1 starts to deliver it to tho purchaser,
but on the way, meets his accomplice,
who has a small load. No. 1 transfers
fully half of his load to thc cart of No.
2, r.ud then delivers what is left. He re?
turns with his cart; has it weighed, aud
tho unsuspecting purchaser, paying in
accordance with tho ticket, is cheated
out of moro than half the load. No. 2,
having now a /till load, plays tho same
game.
Dodgo No. il-Reflects somewhat on
tho sagacity oi tho city weigher. I would,
however, hero remark that I do not, in
any way, question his honesty; on tho
contrary, 1 think him porfectly innocent
of any con ni vaneo in tho matter, and
have found bim not only willing but anx?
ious to detect tho offenders, but at the
same time, I feel assured that he is over?
matched in shrewdness, and it is some?
what remarkable, that, with so many
noble examples of rascality staring him
in the face, ho has not kept up with the
times. He assured me that ho hud |lost
over $50 by theso artful dodgers, in tho
few months ho has beon iu office. But to
return to this last dodge-it is managed
thus: Aftor weighing the cart aud load,
together with tho animal drawing it, tho
ticket is mado out for tho first weight
the load delivered-tho empty cart ro
turned for the second weighing; but
mark tho cunning-while tho weigher is
engaged inside with tho scales, tho art?
ful dodger steps hittle bull off and lets
him stand on terra Jinna, thus cheating
his customer out of tho weight, but de?
claring at the same time, that ho has
bought a ''bully load."
Is there no redress for these wrongs?
If uot, the city scales had better be done
away with and every ono purchase ac?
cording to his own judgment of weight.
