The latter is the form in which tho new? ly-developed Kassian jealousy of un? checked Prussian successes would pro? bably manifest itself. That such a jealousy exists would seem to be indicat? ed by the tone of Russian journals, one ' of which severely condemns Prussia for her "arrogance." At tho beginning of the war, the disposition of Russia was most friendly to her Prussian neighbor, but she had not expected her to obtain a position by which she will become the first military power of Europe, as she is likely to be if she can put Franco down and keep her down. Tho organ of Prinoe Goxtsohakoff, the St. Petersburg Journal, led off in this change of sentiment, whioh is said to have been followed by other serai-offioinl journals. It is thought that, when the moment arrives for a friendly intervention, England, Austria1 and Italy will unite with Russia to that end. They are all interested in preserv? ing the present "balauco of powor," as it is styled, not excepting England, who may find a powerful naval rival, if Prus? sia should expand her limits so as to ac? quire two or three good sea-ports. The same.forecast and energy which have made'Prussia so powerful by land, would ultimately enable her to dispoto with England the sceptre of tho sea. THE FBENOII SOLDIERS.-According to the newspaper statements of his equip? ments, tho French infantryman carries n burden scarcely less in weight than that whioh loaded down the soldiers of an? cient Rome. The following is a formi? dable catalogne of his freight: A chasse pot, seven and a half pounds weight; sword, bayonet and scabbard, three pounds; ten pounds of ammunition, dis? tributed partly in two pouches and partly in his knapsack; a pair of extra shoes; a four-pound loaf; a canvas-bag slung over his left shoulder, and containing any creature comforts the man may procure, suoh as tobacco and brandy. Over his knapsack there is a great coat, a blanket, his Bhareof the canvas for the (ente d'abri, and sticks for the same, and a hugo camp-kettle. The knapsaok contains an extra pair of trousers, brushes, needles, thread, battons, a pair of gloves, socks, three shirts, and a water-flask. If the French soldiers enter battle now in this pack-horse style, it is not surprising that they have lost some of their clan. ALMOST A RIOT AT DAWSON, GA.-A riot was imminent at Dawson last Tues? day, but the calmness and dignity of the whites averted it. The excitement grew out of a difficulty between a white man, Mr. H. Tucker and a negro, in which the negro was wounded with a pistol, and Mr.. Tuoker permanently injured by club and axe in the hands of the negro. The Sheriff attempted to carry the ne? gro to jail when he escaped across the river, being shot at. Tho negroes sup? posing .be was killed, attempted a riot in revenge, but Colonel Parker, the Sheriff, and other officials ordered them to dis? band, and threatened them with the full penalty of the law if ever again found in such antagonism to the administration of the law. They then quietly dispersed, without farther demonstration, seeming to know that the officials were in the right. , Wo get these particulars from the Dawson Journal of the 25th. THEILABOIUNG MEN.-It seems strauge, as tho New York Expre as remarks, that labor congresses and conventions are nev? er managed by downright laboring man but are invariably meshed and wire-pull? ed by people who never did a day's work in a shop, or anywhere else excepting at political primaries and political caucuses. The Labor Congress now sitting in the Wost have uttered some bold truths; but they are pledging themselves to the sup? port of very dangerous doctrines, through whioh course they will not be likely to benefit their ohief cause. This, wo taki: it, is the elevation of labor and the laborer, a more just division of the profits of capital with the producer, and an ex? tended field for well paid industry. Nothing of this will be attained through collusion with demagogues, whichever political party they may profess to hail from. The Crown Prince of Prussia traveled very rapidly through Bavaria. At Ingolstadt, however, ho left his carriage, and after the officers had boon presented to him, he spoke as follows; "Gentle? men; I introduce myself to you as the Commander-in-Chief of tho Bavarian Army. I cannot tell you how greatly honored I feel at your King having in? trusted this post to me. We will not conceal from ourselves that we are about to outer on a diffioult contest, but the general enthusiasm which wo find in every District of Germany induces mo to hope that, by the help of God, it will be a victorious contest, which will lead to a lasting peace and the prosperity of Ger? many.
