interest. Tho following article from the
New York Commercial' Bulletin gives un

"The 'left bank of tho Rhine' ia the
absurd hame by which the French desig?
nate the Western bauk of the Rhine, nud
couceruing which they periodically be
come covetous to a degree that render?
them almost monomaniacs. They claim
that tho Rhiue is tho 'natural boundary'
of France on thu East; nud they do thia
on exactly tho ?ame principle that the
Belgians would assert ir they were to
elana the Bay of Biscay as tho natural
Western boundary of Belgium. Frauce,
bciug powerful, has the consequent right
to become more so; and Belgium, not
being powerful, bus the right only to bu
.gobbled up.' Moral y, that is the abso?
lute logic of the position which France
perpetually maintains un thc subject of
the 'left bank of the Rhine.' That name,
as iuterproted by the champions of the
^ 'natural rights of France,' designates all
'that portion of Europe which lies to the
Wost of the Rhine between Strasbourg
dud the mouth of the river. The terri?
tory comprises idl of Belgium, about half
of i [ul hi ml, anti a part of Prussia that
contains some of the finest cities of that
empire. This would bo something very
desirable for Frauce to take, and some?
thing equally desirable for Prussia nud
the other powers to keep. For the pro
sent, however, and in tho event of war,
Fran -o would uot uttempt to tiuuex any
of the 'left bunk' except what belongs to
Prussia-that is to mxy, the country lyiug
between tho Rhiue and the. boundary
lines between Holland und Prussia and
Belgium and Prussia. But, OUJO in pos?

it was fought, namely, that of 'rostriet
ing France wubin lier ancient limits,' to
give the Duke of Wellington's definition
of tho purpose of that struggle, the vast
political results of which not even all tin
subsequent wars of Europe have been
able to efface. It is not at all likely that,
France will be permitted now to expand
over territory from which tho treatiei
after Waterloo declared she was excluded
'it jamais.' But if Napoleon were to suc?
ceed in au nexing al I.the territory we have
named, such success would add Dearly
five millions to the population, aud
most productive region larger than our
State of Indiana to the territory of
Franco. "
