WASHINGTON, July 15.-Tho Georgia
bill goes to the President. Its beariugs
are not understood, though Trumbull,
when voting for the bill, declared ho did
so because he understood that it made
an election this fall mendatory.
Tho announcement of war between
Prussia and France in tho House, by the
AssociatedJPressdispatohes, was received
with applause. Congress extended its
session to 2 o'clock. Tbo Seuato is in
executive session, fighting over Freeling
Huyaens nomination to succeed Motley
at St. James'.
The President presented tho following
message which delayed tho adjournment
until 5 o'clock. It provoked some argu?
ment but produced no result:

indicates the iramiuoncy of a war be?
tween France and North Germany. In
view of this a sound policy indicates the
importance of some legislation teudiug
to enlargo tho commercial measure of
this country. Tho vessels of this coun?
try at tho present time are insufficient
to meet tho demand which tho existence
of a war in Europe will impose upon tho
commerce of tho TJuited States, and I
submit to the consideration of Congress
that the interests of the country will be
advance by tho opportunity to our citi
zens to purchase vessels of foreign oou
strnction for the foreign trade of the
country. An Act to this effect may bc
limited in its duration to meet the im?
mediate exigency.
The foreign mail service of tho United
States is in a largo degree dependant
upon tho Bremen and Hamburg line of
steamers. The Post Office Department
has entered into contracts in writing
with tho two compauies above named,
and with the Williams and Guion lines,
respectively, for a regular and continu?
ous service of two yoars. Tho only
arrangement that could be made with
the luman and Cunard lines is tempo?
rary, and may be broken off at any time.
The North German lines aro first class in
point of speed and equipment, their
steamers equally making the trip across
the Atlantic in from twonty-four to twen?
ty-six hours in advance of tho Williams
and Guion line. Should the North Ger?
man steamers bo blockaded or impeded
by France, our postal intercourse with
foreign nations will bo greatly embar?
rassed, unless Congress shall interpose
for its relief. I suggest to Congress tho
propriety of further postponing tho time
for adjournment, with tho view of consi?
dering the questions herein communi?

STORY OF AN OLD WELSH PARSON.
The old gentleman's living was worth
sixty-five pounds por aunum, and ont of
this he had to support a large family.
The walk to tho church was np the
mountain ti mile and a half, and two
miles down on the other side. Wino
was a liquid almost unknown, and the
refreshment indulged in by tho worthy
old parson was au humble penn'orth of
giu, which ho regularly imbibed at a
little roadside inn, to take off tho effectB
of tho cold mountain air. Ono evening,
ho called as usual, but, instead of hav?
ing his dram handed to him, the old lady
at tho inn began soarchiug about. "I've
lost my measure, your reverence," said
the old lad. "Never mind," was the ro
plv, "my mouth holds exactly a
peuno'orth; hand me tho bottle." Tho!
bottle was handed, elevated towards tho
ceiling, and returned with the customary
penny. "Two-peuco!" exclaimed tho
old lady, oxcitodly. "No, no!" said the
parson; "I only had a mouth-ful." "Ah!
but I saw your reverence's bauds wag
twice!"
\ yonug lady of Now York has hair of
rather a reddish cast, and has been in
tho habit, for a year past, of using hair
dye. A short timo since, her arms,
hands, and part of her body wero para?
lyzed. The poison in the dye had min?
gled with her blood. She is recovering,
but will lose the use of her right arm
and hand.
