Illinois In the Van-Minority Represen? tation. It is stated that in all probability that clause in the new Constitution of Illi? nois whioh provides for minority' repre? sentation,' has been endorsed by the popu? lar" vote. If so, Illinois is certainly in the van upon this great question of rep pr?se?tative reform. As to the peculiar mode of voting that hos been adopted, we are not fully informed, but if Mr. Me dill's plan was the one submitted to the people of Illinois, the CUMULATIVE SYSTEM is the system introduced in the Constitution of Illinois. This hus boen thus explained: "Tho theory of this is, that, n quota being ascertained ns before, each voter sholl have as many votes as there arc rep? resentatives to be elected, (either from the whole State, or from electoral dis? tricts less than the whole State, as may Be determined,) and shall be at liberty to east them all for one candidate, or divide them among soveral, as he pleases. This plan boa been proposed in Congress by Mr. Buckalow, of Pennsylvania. Ita operations may bo illustrated thus : Mas sachuselts has ten representatives in the lower house of Congress; each voter hue ten votes; he may give them to ten can? didates, one to each, or he may cumulate them upon a less number than ten, even to ono. One-tenth of the voters may thus be sure of a representative, if they ehoose to unite upou one person. Thus, suppose the number of voters to bo 200, OOO, and each with ten votes, makinc 2,000,000 votes in all, of which 200.00C shall be sufficient to elect, the friends ol any one candidate might secure the con? centration or cumulation of the 200.00C votes cast by 20,000 voters, and those would have one representative, though all the remaining votes were cast for one person. In practice, no doubt, tickets wwdd be made up by tho two parties, and each party would send representa? tives merely proportionate to its con stitnenoy." Our cotemporaries of the Sumtci Watchman, Charleston News, and the Spartanburg Spartan, call attention tc the importance of minority representa tion. We hope that thia matter will re ceive the attention it merits. No reforn is more demanded than this. The rejeotion of Whittemoro by tl? He has taken his part against the native whites of the State, ?nd preaches to his'people the doctrino of distrust, if not of-hate for the whites. He wanta ?o r?fof ui. Is satisfied, doubt? less, with that state of things which has ouabled"him t?HhfW?, and to be Sena? tor, Magistrate, and Colonel. But who is the Wiser? Byrd or Nash. We think time will show that Byrd is the wiser, and the traer friend to his race. But this is a matter for the colored man to settle. He is wise if ho hearkens to the Byrds, and throws the N?s?i?s overboard, or commits them to tba companionship of those fleeting shadows called "carpet? baggers." The Campaign Opons in Kdgcfield. We learn from tti? Charleston Kerrs that a Union Reform meeting was held in Edgefield on tho Ith inst. It is pro? nounced a great sUbetis?. Judge Carpen? ter presented his case'before the public. We like the tone and tho bearing of his speech. It has impressed us most favor? ably. Geueral Buflex* also spoke, and in eloquent terms vindicated himself from the reflections cast' upon' his1 political course. Ex-Governor Bonham declared himself for reform, add W. T. Gary, Esq., spoke in the same-behalf. The closing speech was au eloquent ono from Leroy F. Youmans, Esq. We leura that much enthusiasm was evoked. CURIOUS THINGS TO KNOW.-In this hot weather, the following "Curious Thing" is quite usoful to know: Besides tho fact that ice is lighter than water, there is auothor curious thing about it which persons do uot know, perhaps-namely, its purity. A lump of ice melted will always become purely distilled water. When tho early navi? gators of the Arctio seas got out of wa? ter they melted fragments of those vast mountains of ice called icebergs, and were astonished to find that they yielded only fresh water. They thought that they were frozen salt water, not kuow iug that they wero formed on the land aud in some way lauuehed into tho sea. But if they had been right the result would have been all tho same. The fact is, the water, in freezing, turns out of it all that is not water-salt, air, coloring matter and all impurities. Frozen sea water makes fresh water ice. If you freezo a basiu of indigo water it will make it as pure os that mudo of puro rain water. When the cold is very sud dou these foreign matters have no time to escape, either by rising or sinking; and are thus entangled with the icc but do not form any part of it. A SAD STOUY.-The Scranton Republi? can tells a mournful story of a casualty on the Lackawann and Bloomsbuvg Rail? road last Saturday night. A Mrs. Gaven, with three children, two little boys agod five and seven years and a babe, was at the depot at Pittston to tako a train. She put her two little boys iu a car, and thcu returued to thc station for her babo. Meanwhile the train started. The sta? tion master signalled the conductor to stop, and tho little boys screamed at boiug carried away from their mother. But it seems that the train neither stop? ped, nor was ony care taken of the chil? dren. The mother telegraphed to put them off at Soranton. Nothing further is known of them until they wore found on tho railway track, about 2 o'clock Suuday morning-tho youngest one killed, aud the other lying insensible, with his arm cut off closo to tho shoul? der. Tho poor little wanderers had been run dowu by a traiu in a deep cut; but how or why they wero off tho traiu, no one knows. Speaking of the superiority of wooden pavements aud tho length of time tboy should bo made to last, tho Now York Evening Post says that aacording to the statistics of tho American Lloyds Uni? versal, published nt No. 35 Wall street, tho bark "William and Ann," built at Woolwich, England, in tho year 1752, and used by Wolfe as di is flagship in his attack on Quebec, passod survey in New York in July, 1857. She had, of course, been moro or less overhauled, but she must have been worth overhauling. Tho average life of Bhips, without repair, is from thirty to forty years. FIGHTING WITH FIRE.-Pooplo excuse themselves for stealing the livery of tho devil on the plea tbat they are about to get to Heaven by fighting his Satanic Majesty with fire. As tho devil has more familiarity with his chosen weapon than those who fight him with it, tho issue of such a contest is not doubtful iu the least. Better try a little "holy wa? ter." In the Senate, on the 6tb, tho river and harbor bill was reported as it came from the House. Mr. Sawyer moved an appropriation of $7,500 for Town Creek, near Charleston harbor. Also, for the survey and examination of Charleston harbor, with a view to removal of ob? structions, which were adopted. Tho Dickon s memorial monument for Central Park is liable to become a bust.
