or Manufactory in which steam power ia used,
within tho corporato limits of tho City of Co?
lumbia, shall mako application in writing to
tho City Council, Betting forth tho placo in
which it ia proposod to put up said Engine or
erect said Manufactory, and tho naturo and
extent of tho proposed establishment.
SEC. 2. Upon complaint being mado to Coun?
cil of tho violation of this Ordinance, tho of?
fending party shall bo heard heforo Council,
and Council may pormit tho erection of said
Stoam Engine, ?c., or causo samo to bo
abated. Upon conviction of party so offend?
