PARIS, Juno 4.-The press and busi?
ness men are unanimous in complaints
of mail irregularities between France
and the United States. Many common
muskets and other war material have re?
cently been ordered from Brussels and
New York on the Viceroy's account. A
large increase in the nrmnment at th?
disposal of Egypt is suddenly apparent.
It is now almost certain that the Viceroy
is preparing fur a struggle against the
Sublime Forte, aud that Bussin will
lend him her powerful assistance. Tho
proceedings in tho Spanish Cortes yes?
terday wore highly important. Almost
the ontire session was devoted to tho
consideration of tho futuro ruler of the
country. At length a proposition was
made by ono of the members that no
candidate for King should bo considered
fairly oleotod unless ho received a ma?
jority equal to one half of the full num?
ber of Deputies in tho Cortes. Amid
the most enthusiastic applause it was re?
solved to take this proposition iuto con?
sideration by a vote of IOU to 93, and
the Cortes then adjourned. This vote
is very significant. It is regarded as
equivalent to a defeat of the Duke
Montpensier, who has only 89 votes in
the Cortes, and who, if this amendment
is adopted, will require 179 votes in
order to be elected. In the Corps L??
gislatif yesterday members of tho loft
having demanded tho right of public
meetings during tho election for Consul
General, Ollivicr refused makiug this
cabinet question the order of tho day for
to-day. The deputies who yesterday
voted by a largo majority against the
ministry, to-day unanimously voted in
favor, except the mombors of the left,
who abstained from voting. The suc?
cess of Ollivier to-day averts the ex?
pected ministerial crisis. Tho statement
is made to-day that M. Banditti, the
Envoy Extraordinary and Minister Ple?
nipotentiary to Prussia, who recoutly
has leave of absence granted him to

turn to his post at Berlin forthwith.

who were captured by Spanish brigands

final release was only a matter of money.

that 100 Spaniards, with two gun-boats,
dispersed the filibusters from New York,
who landed near Neuvitas, killing ten,
including Capt. Harrison; two wounded
and three captured, with all their stores.

contracts for the importation of Chinese
coolies.

Stewart introduced a bill to prohibit
contracts for servile labor, which he said
wan intended to break up the system of
coolie contracts, by which tho Chinese
laborers were imported to this country
and held to labor for four years. The
hill provides that no contracts with tho
Chinese shall bo good longer than six
months. He argued that immediate
action should bo taken, ns ngents ore
now about to iutroduce them into South
Carolina and Massachusetts. He moved
that tho bill be referred to tho Judiciary
Committee, aud gave notico that be
should press it to early action.
Indian appropriations were considered.
A motion to make the Texas Southern
Pacific Railroad a special order prevailed,
but subsequently Drake moved a recon?
sideration.
The bill for the settlement of claims
for quartermasters and company stores
furnished to or taken by the United
United within tho States in rebellion
during tho late war, carno up in order
to-night, and was debuted. Motions to
pass over the bill and to recommit to the
committee were defeated. The debate

In the House, Bowen introduced a

Foreign affairs was made tho special
order for Tuesday next, when Bauk's
Cuban bill comes up. River auel harbor
appropriations were made tho special
order for Tuesday. Scueuck's tariff
amendments to the tax bill were adopted;
also au amendment relieving coasting
and fishing vessels from tonnage duties.
The bill finally passed-150 to 35. Post

labor contracts.
