Boot introduced a bill, authorizing a
bridge over the Arkansas Biver, at
Little Bock.
Clarko, of Texas, introduced a bill do?
nating certain Federal property in Gal?
veston to that city.
A resolution, providing for tho pay?
ment to Hunt of $2,000; Sypher $4,000;
McCrauce $3,000; Morry ?3,000; Byan
$3,500-all contestants from Louisiana
passed, 77 to 69.
The tax bill was resumed, tho question
being on the income tax; but no definito
result reached.
In the House, the tax bill was resum?
ed. There was great diversity of opin?
ion. Many five minutes speeches were
made. Schonck spoko in favor of the
report of the committeo to reduce tho
revenue tax by increasing exemptions to
$1,500, which would bo a reduction of
nearly $G,000,000, and he thought that
was all Congress could do at present.
The previous question was called for and
seconded, and, by agreement, tho vote
on the scotions relativo to income tax
with all the amendments, was postponed
till to-morrow. Beck offered an amend?
ment to the forty-fourth section, the
effect of whioh would bo to tax tho in?
terest on all Government bonds five per
cent. On a division tho speaker an?
nounced tho voto to bc 90 to G5. Wil?
lard demanded the yeas and nays, re?
marking that this was taxing United
States bonds hold nbrond aud was, to that
extent, repudiation. Allison moved an
adjournment; agreed to-93 to 52. Tho
House then, at 4.10, and amid much ex?
citement, adjourned.
In tho Sonato, Flanagan introduced a
resolution in favor of tho construction
of an international railroad. Harris in?
troduced a resolution, directing the Com?
mittee on Commerco to take into con?
sideration the reconstruction of tho
l6veos destroyed during tho war. Ho
estimates tho oxpenso at 830,000,000;
the committeo to report next session.
This resolution is still under discussion.
In the Senate, tho franking abolish?
ment was resumed. A motion to place
the bill at tho foot of tho calendar, was
dofeated-25 to 21-but was passed over
by 33 to 26.
Indian appropriations wore considered
to executive session.
Harris* resolution, regarding levees,
was withdrawn from tho Committeo on
Commerco and referred to tho Commit?
tee on Finance, with orders to report as
early as possible

morrow. Spotted Tail and his delega?
tion had a oonferenoe to-day at the White
House with tho President and the Secre?
tary of War. Boutwell and Hoar were
present, but did not tako part in the
oonference. The Indians recited tho old
story of wrongs, their wants and their
desire to be at peaoe with the whites.
The President made a speeoh, assuring
thom of tho desire of the Government
to have peace, and told them that the
whites were powerful and would compel
it, if necessary, but hoped for thorough?
