MAZATLAN, May 19.-The weather is extremely warm, which is attributed to the influence of tho volcano, which is still in a state of violent eruption. The cotton orop is a total failure. Ai-BANY, May 31.-Colonel Loverich has been authorized by Governor Hoff? man to proceed to Malone immediately and furnish transportation home to all strangers in about that place. Hon Wil? liam M. Butler, of Massachusetts, asked unani? mous consent to introduco a joint reso? lution, annexing San Domingo, to which Brooks objected. A bill reducing taxes was then resumed, but progress is slow. In the House, the tax bill was resumed. An amendment, allowing a discount of ten per oent. on stamps, for amounts in excess of $500, was adopted. In tho course of a discussion in regard to penal? ties for washing defaced stamps, Sohenck stated that it was tho intention of tho Committee of Ways and Moans to wipo out the whole system of spies and in? formers, and to allow no more moiti?s. A treasury estimate, presented during the discussion, shows tho following for next year: From customs, $185,000,000; from internal taxes, ?175,000,000; from lands 85,000,000; from miscellaneous souroes, $28.000,000; making a total of $393,000,000. Tho estimated expendi? tures were 8291,000,000, which would leave a surplus of $102,000,000. An amendment, fixing a two cent stamp on chocks for any sum, was adopted. Ad? journed. The Senate resumed the consideration of the bill re-districting judicial circuits; no action. Bradley has been held in $5,000 to keep tho penco against Judge Fisher. The difficulty grew out of tho Surratt trial. The President to-day transmitted to the Senate a brief message on tho San Domingo treaty, enclosing an additional article to the treaty, oxtendiug tho time for ratification to July 1. Ho suggests certain amendments, which ho deems desirable the Senate should incorporto into the treaty. In theso amendments, it is proposed that tho paragraph giving the United States a lion upon tho public lands of the republic as security for its undefined debt, shall bo strickon out, and that the' sum proposed to bo paid for the island, $1,500,000, shall bo abso? lutely the entire amount to bo paid by this Government. It is also proposed that two commissioners shall be appoint? ed, one by tho Dominican Government and ono by the United States, to receive this monoy and to apply it to tho extin? guishment of tho Dominican debt in tho following order: First. To tho payment of foreign governments who may have elaims against tho republic. Socond. To tho paymont of individual creditors who may not bo citizens of tho republic. Third and last. To tho extinguishment of the domestic debt. Boyond this paytnont of $1,500,000, this Government is not to bo liable in any manner. This would leave tho Dominicans at liberty to .do as thoy pleaso with thoir domestic'debt repudiate it or not. But they express great confidence that this sum will not only enable thom to liquidate all their indebtedness, but will leavo then a ba Unge of : two or three. hundred thousand doll ora for tiro expense of ? territorial government. Drake offered an amendment to correct what ho held to be an illegal and-improper designation in the Act of 1868, by virtue of which the Chief Jus? tice of the Supreme Court of the United States wrongfully assumed, in the im? peachment trial, tho title of Chief Jus? tice of the United States, when there was no such office, which was argued to executive session, when the bill was finally passed. The bill to ohange tho judicial circuits, as passed by the Senate, constitutes the various circuits, as fol? lows: First-Maine, New Hampshire, Vermont, Massachusetts, Rhode Island, Connecticut and New York. Third New Jersey, Pennsylvania, Delaware Maryland and Virginia. Fourth-Mis? sissippi, Tennessee, Texas and Arkansas. Fifth-North Carolina, South Carolinu, Georgia, Florida, Alabama and Tennes? see. Sixth-Ohio, Michigan, Kentucky and West Virgiuio. Seventh-Illinois, Indiana and Wisconsin. Eighth-Min? nesota, Iowa, Nebraska and Missouri. Ninth-California, Oregon and Nevada. Tho Supremo Court Justices, except the Chief Justice, are required to reside in their respective circuits, and tho Chief Justice is to be known as the Chief Jus? tice of tho Supreme Court of tho United States. Wheeler us Speaker of the House, aud A. Gordon, President of the Seuate. ST. ALBANS, June 1.-The Federal sol? diers have departed. General Donnelly is slowly recovering from his wounds, but is still under arrest. PHILADELPHIA, Juno 1.-Tho Presby teriau Assembly heard tho delegates ap? pointed to visit the Assembly at Louis? ville. Tho delegatos presented n com? munication from the Southern Assembly, replying to overtures, which states that the Southern church does not approve of a union with the Northern church, be? cause it is a total surrender of all funda? mental doctrines, and embraces all shades of belief. Tho Southern church is only an heir of time, but failing testimonies, and there are impassible barriers to official intercourse between tho two churches. Tho delegation bringing tho communication, also submitted their re? port, showing what action had been taken at Louisville. It was thought that thc opinion of the Southern church report would be received, and the com? mittee discharged. PROVIDENCE, Juno 1.-Tho General Assembly was organized by the election of Republican officers. The Republican caucus re-nominated Anthony for thc Senate, by sixty-four to ten; tho nomi? nation was then made unanimous. This is a defeat of the Sprague party in Rhode Island. CLEVELAND, OHIO, June l.-An oil train approaching the city took fire, to-day. The traiu was destroyed. Tho bridge over tho Angohago was also destroyed by thc fire, which caught from tho passing train. TIIOY, June 1.-Robert Militen, ro contly city editor of the Whig, was killed by falling through a bridge. CINCINNATI, June 1.-The merchants remonstrate against the increase of tho tax on smoking tobacco.
