THE RIGHTS OF MINORITIES.-The ques? tion of minority, or proportiooal, repre? sentation is assuming proportions which promise to give it, at no distant day, a national aspect as a measure of political reform. As we havo already mentioned, Peunsylvauia has tried the experiment at Bloomsburg; New York tried it in her election for judgus, on Tuesday last; and the Illinois Constitutional Convention proposes it for the peoplo of that State iu 1872. That body has resolved to sub? mit to tho vote of the people, in a sepa? rate article, a plan for choosing represen? tatives to tho Legislature, each district to have three, and overy voter to throw three votes for one, or one vote apiece for tho three, or otherwise on the samo principle of distribution. In this way the minority iu every district has it in its power to secure at least one representa? tive. It is notorious, that the upper half of Illinois is Republican, and the lower half Democratic; by the adoption of this reformed method of votiug, the Repub? licans of the southern half of the State will havo representatives numerically pro? portioned to their strength where they now have none to speak of, and the Democrats of the northern half will have representatives according to their strength likewise. A bare majority will no longer silence a powerful minority. There is pUin justice in this, and we re? joice that so urgent a reform is to be tried by so great and influential a State, [Charleston News. TnE WANT OF RAIN.-Persons, and particularly newspaper critics, may harp about the prouoness of "ye locals" to write about the weather, but really it is not so out of place now as may bo imagined by that class of thinkers. On the contrary no subject excites more comment aud is likely to affect the country more generally than the very great need of rain vb ich is not only ex? perienced by the farming population of the country, but tho inhabitants of tho cities. lu some of the cities in a neighboring Stat.o there is a scarcity of water, while in other localities the crops are suffering greatly. In this city vegetation has a parched and dry look, and dust has be? come a perfect abomination. At the time of writing this article, clouds loom up over the distant horizon and we hope that they foretell early and refreshing showers. -Atlanta intelligencer. AN EYE-OPENER.-Tho Northern peo? plo are ustouuded nt tho report of tho Charleston Agricultural and Immigra? tion Convention coucoruingcotton manu? facture. There is a tremendous effort made by the New Eugland party in power to pre? vent capital und skilled labor from enter? ing the South. But wo shall havo both, sooner or later, and then let the Puritans look ont for retribution. [i4 ugusta {Cia.) Chronicle and Sentinel. lu a speech iu Richmond, a night or two ago, ex Governor Henry A. Wiso asserted that tho war being over and ho having made un honorable capitulation, be would, rother than permit his fore linger and thumb to touch tho pen to sigu the test oath, have bud bis right hand cut from the wrist joiut and nailed to a post to point tho way to a gibbet. An Indiana paper tolls of a lawyer there who charged a client ten dollars for collecting niuo, but said ho would not press bim to puy tho other dollar for a few days, if it would bo more conve? nient for bim to 'et it stund. General Butler threatens that ho will "stir things up in Tennessee." To which the Louisville Cowper Journal re? sponds: "Yes, with one of Louisiana's silver spoons." That was a very unkind remark. ?i rr.V wr.-..:vn f| ? ,' ?, . V ? GIUTIIT?IKQ Success OF THE CAROLINA PBIMA DONNA.-Tho New. York papers speak in high terms of the debut in Ita? lian opera of Miss Isabella MoOulloch, .the favorite Carolina vocalist. The Her? ald says, editorially: "Isabella Mccul? loch, a roseate flower from the gardens I of South Caroliua, about whose history there hangs that charm of romaneo which belongs more to the inner and do mestijlifeof a girl studying and strug? gling for success than to the mere glare of stage fame, has made an impression on the. public that will not be forgotten. If ever there was an illustration of what industry and careful study, added to fino natural gifts and inspired by n noble am? bition, can accomplish, the perfection which Miss Mcculloch has reached as au artiste furnishes that example, which may bo wisely followed by other students of the divine art." Dr. Cuy 1er says that "half of tho New York churches ure dying of too much dignity and too much amen." HOTEI. A ii it i VALS, May 23.-Columbia Hotel F C K&wtiu, Maater Hutledgo, ?
