on the subject. While the matter was
before the deputies, he wished to remind
them that DeRodas, the Captain-Gen?ral
of Cuba, had repeatedly invited Ameri?

shipped goes to various ports on thc
Mediterranean.

Supply Association have congratulated

proposition. Brinkley intimated that
uuless it was done Texas and the West
would secede. Drs. Evans, of Georgia;
Winfield, of Arkansas; Andrews, of
Alabama, opposed. Bishop Paine said
in view of five additional conferences,
they would accept one additional Bishop,
but would acquiesce if the Conference
required two. Tho Conferenoe decided
in favor of one additional Bishop. The
vote resulted: J. C. Keine, of Louisiana,
57; J. A. Duncan, of Virginia, 50;
McFerrin, of Tennessee, 77; scattering
89. No choice.
NEW YORK, May 23.-Tho executive
officers of the Adams Express Company
here, state that the report of the sale of
the State Road of Georgia, to the Adams
Express Company, is wholly without
foundation.
A special despatch to the New York
Democrat, from LaCrosse, says the num?
ber of lives lost by the recent fire tuero
will exceed fifty men, women aud chil?
dren, and that the railroad and steam?
boat malingers are anxious that the num?
ber burned und drowned shall not bu
known. Of the crowd of emigrants ou
board t'te ill-fated steamer, but few were
saved.
The Albany Argus, of this morning,
makes the Democratic majority in the.
State of New York, on the judicial ticket,
88,000.
WASHINGTON, May 23.-In tho House,
a bill was introduced for tho improve?
ment of tho Cumberland River. Referred.
Also, to exempt interior aud coastwise
vessels from tonnage duties, passed. The
bill enforciug the fifteenth ameudructit
was non-concurred in, and a committee
of conference asked. Blaine, Bingham,
Davis aud Kerr were appointed on the
part of the House.
In the House, a bill providing for the
appointment of au examiner of claims,
and three additional clerks for tho State
Department, passed. The House re
sumed appropriations. At 3 o'clock,
a vote was taken on seating Newshaiu,
from Loui-iana. He was sworn in. The
voto was 95 to 77. A bill, placing a resi?
dent minister at Rome, wus defeated.
Judd moved to suspend the rules, that
he might introduce, and have passed, a
bill to reduce the duties ou imports, as
follows: On syrup, molasses, and all
sugars, and on salt, 33,'? percent. ; ou
coffee and te? 20 per cent.; on pig and
soap iron 221 ^ per cent. The motion
was rejected-yeas 102, nays 82.
The Seuute is discusing un alleged
error in the journnl, whereby the six?
teenth section, forbidding legislation
against tho Chinese is an enforcement of
the bill.
In tho Senate, an effort to correct the
journal by erasing tho sixteenth section
fuiled. Tho Senate resumed the con?
sideration of the appropriation bill, and
are in session to night. An amendment
allowing males and females like pay for
like work was adopted.
Tho steamer, Benecin, arrived from
Rio Janeiro. All well, abe encountered
on the passage, in lattitudo 100, longi?
tude 21, two earthquakes, followed by
heavy meteors.
The most appalling case of deafness
that we over came across, out of un asy?
lum, was that of un old lady who lives
just across the street from the Navy
Yard. On Washington's birthday they
fired a salute of twenty-ono guns. The
old lady was observed to start and listen
as the hist gun was fired, then adjusting
her cap, and smootliing her dress, she
exclaimed "Come iu/"

THE RIGHTS OF MINORITIES.-The ques?
tion of minority, or proportiooal, repre?
sentation is assuming proportions which
promise to give it, at no distant day, a
national aspect as a measure of political
reform. As we havo already mentioned,
Peunsylvauia has tried the experiment at
Bloomsburg; New York tried it in her
election for judgus, on Tuesday last; and
the Illinois Constitutional Convention
proposes it for the peoplo of that State
iu 1872. That body has resolved to sub?
mit to tho vote of the people, in a sepa?
rate article, a plan for choosing represen?
tatives to tho Legislature, each district
to have three, and overy voter to throw
three votes for one, or one vote apiece
for tho three, or otherwise on the samo
principle of distribution. In this way
the minority iu every district has it in its
power to secure at least one representa?
tive. It is notorious, that the upper half
of Illinois is Republican, and the lower
half Democratic; by the adoption of this
reformed method of votiug, the Repub?
licans of the southern half of the State
will havo representatives numerically pro?
portioned to their strength where they
now have none to speak of, and the
Democrats of the northern half will have
representatives according to their
strength likewise. A bare majority will
no longer silence a powerful minority.
There is pUin justice in this, and we re?
joice that so urgent a reform is to be
tried by so great and influential a State,
