His last letter is from tho heart of Whittemoro's district, and ho suys: The present education and intelligence of the average negro voter in an interior Carolina district is eufllcient for tho np {ireciation ot some salient points ia po? tties, bnt it is not sufficient to under? stand such a transaction ns the salo of a oadotship at West Point, with which their member stands charged and con? fessed. In fact, I do not suppose most of these, people have any clear idea wbnt a oadetship is, and many pf them would receive about the same impression were they to be told that Mr. Wbittemorobnd sold a line-of-bat|lo ship, and invested the proceeds in schools for their chil? dren's benefit. I tried to get at tho exact notion of the matter which ono very honest and ardent black man entertain? ed; bat tho best answer I could get was: "I dunno, sab, but I reckon we'll Rend him bnok to give him a chauco and clare hisself;" and, upon further question, "That's what the 'jority thinks, ami I'm boan' to go with do 'jority. Ain't that right, sab?" Tho whole matter of the accusation of corruption is, to tb eso dis? tant, unsophisticated voters, very vague and dim. REPR?SENTATION OF MINORITIES.-A great deal of discussiou is carried ou in the political world about proportional representation. The rights of minorities have been often pressed as founded in justice and substantial right, but no Bteps have been taken to secure them until very lately. This is proposed to be done by a new system ot votiug, under tho following plan: Euch voter is permitted to cast (if be chooses) as many votes for ono candidate ns there are can? didates to bo elected to the office uuder J election. For iustance, iu this Comity, at an election for tho House nf Repre? sentatives, each voter could cast two votes for tho samo man, or ouo for each candidate of his party. It is sometimes called cumulating in voting. Tho effect would be to enable every County of the State, perhaps, to be represented by one or more members in accord with tho po litical views of each party. If our Coun? ty polls 1,100 Democratic and 600 radical votes, each party could elect one mem? ber, and vice versa. The rulo would per? mit the 600 radical votes to couceutrate on one candidate, giving him 1,200 votes-while tho Democrats, running two candidates, could give them but 1,100 eaoh.-iCeowee Courier. THE CAPITAL REMOVAL QUESTION. Tba question of the removal of tbo capital was pretty well debated last night, and pretty effectively settled in tho Senate this afternoon, by the ndoption of an amendment to tho legislative bill appropriating half a million of dollars to build a new State Department. This was carried by nearly three to one. It will be remembered that the capitul movers have for a long time intended to bring the matter up on tho question of making additional appropriations for public works in this District, und bave been quito confident that they would prevent Cougress from spending another dollar hero in that line. Thu discussion in tho Senate demonstrated quite clearly that there bas been no serious intention of legislating with a view to remove the capital to thu West; and the result is the more gratifying, for Congress is vol y generally disgusted with the municipal government, better known ns tho City Hall ring.- Washington Correspondence, Baltimore Sun. A cast-iron tunnel, or rather a pneu? matic tube, under the Strait of Dover is now proposed by engineers. Messrs. 'H.itemnn and Revy have published au explanation of tho plan, from which it appears that it would have ii run of twenty-two miles, from South Foreland to Blanc Nez, and that the architects, operating under a submarine bell, would push tho work in successive lings along tho bottom of the channel, to form the cylinder in which the lino of ears would move iu the manner of a piston. The way "bow to do it," is fairly enough ex? plained, and tho reader is disposed tn think well of it, especially when ho i.s told that Napoleon III, himself a go al engineer, says of it, "C'est lc seul reatisi ble"-just as bo said Nicaragua was tho place for our Isthmian Cana).
