He advises the ottizens to remain quiet in ease of riot, declaring all must be de? cided by universal suffrage, uothing by violence. The ministerial circular on the plebis? citum is censured by many journals, be? cause it alludes to the "Spectre Rouge." Opposition to the plebiscitum gains ground here. It was remarked to-day that the Em? peror, while holding his review, was coldly received. PARIS, April 27.-Prince Frederick, of Prussia, is announced a candidate for the Spanish throne, but Nnpoleon in? formed the Spanish Minister that this solution will lead to a war between France and Prussia. M. Thiers advises the people to abstain from voting oa Plebiscitum. From Washington. WASHINGTON, . April 27.-Tho Now York Express has a despatch from this city that the Ways abd Means Committee have rejected the Senate funding bill. The new bill.to be framed will probably provide for ? long four per oeut. bond. 3 P. M.-The House is considering the bill to remove disabilities from niue Texans elected to ?mee. Pratt addressed the Senate in favor of the payment to loyal owners South for property taken. ? A bill for tho enforce? ment of the fifteenth amendment, was made the special order for to-morrow. From the fact that Mr. Howard, the minority member of a sub-commit tee of three, had reported to the Senate from the Pacifie Railroad Committee ad? versely to the Southern Pacific or Trans? continental Railroad, the impression has boen created that the committee itself had so reported. This is not true, as the committee have not yet acted on the subject. lu the House, a bill to establish a De? partment of Justice, was discussed dur? ing tho morning hour. The tariff bill was resumed and discussed for tho re? mainder of the day. MoCreory, in the Senate, spoke in favor of the amendment to Pratt's bill, in which he urged that compensation should be extended to every one, without distinction. Terrible Accident. RICHMOND, VA., April 27.-A large crowd was collected in the upper portion of the Capitol building, this morning, whare tho Supreme Court of Appeals is located, to hear the decision in the mayorality case of Ellyson vs. Cahoon. About ll a. m., the floor gave way be? neath the denso weight, precipitating the orowd to the floor below, upon the conservative eauous then sitting iu the hall of the House of Delegates. It is impossible to ascertain the extent of the injuries nt this hour.' Among the killed are: P. H. Aylett, Esq.. a distinguished lawyer of this city; Dr. J. B. Brock, a re? porter for the Enquirer and Examiner; Sam. Eaton, Clerk of Mayor Cahoon; Capt. Wm. A. Charters, Chief of Fire Department; N. P. Howard, a lawyer; Ash. Levy, a Richmond merchant ; Chas. Watson, of the Danville Rai I road; Hugh Hutchison and Lewis N. Webb, of th's city; Schofield, brother of Gen. Scho? field; R. H. Maury, Jr.; Senator Bland, (colored,) and Powhattan Roberts. It is supposed that twenty members of the State Legislature aro killed and wounded. The Judges of the Court of Appeals all escaped unhurt. Ex-Governor Wells was badly injured; L. H. Chandler, couusel for Cahoon, on the mayoralty case, was injured; Jumes Meson and George Meredith, counsel for Ellyson, .wero also badly hurt. About 200 persons were hurt by tho accident. The greatest excitement prevails; hundreds of persons are on the Capitol Square, weeping and wailing as tho dead aud dying ure brought out of the building. Governor Walker escaped unhurt, though on tho court room floor at tho timo. Richmond is fa? mous for terrible accidents. Atnoug the principal may bo mentioned tho destruc? tion of tho theatre-tho sito of which is now occupied by the Monumental Church-iu December, 1811, when more than 100 persons lost their lives. The breaking dowu of a bridge loading to one of the islands iu James River, lust spring; and tho present disastrous event. At ll o'clock the gallery of the Court room, which was crowded, fell in; then the floor followed, and thereon de? scended thirty feet to the floor below, which was the floor of the House of Delegates of Virginia, on which some few of the members of a caucus were waiting around. Directly the disaster occurred, the fire alarm was used to give notice, and the Hook and Ladder Compauies of the city repaired at once to tho scene. A cordon of police was drawn around tho building and the ladders were thrown up to the windows. For three hours a [ter that, the sceno was full of horror. Tho wounded and dead were brought down on ladders and laid on the green in the public park, whoro it was instantly surrounded by 2,000 or 3,000 of those who had gathered to recognize the slain. The park was filled with anxious weeping mea until 2 o'clock? when the last victim was drawn from the building. After this, the police closed tho park, refusing en? trance to any one, the bodies of the dead having been sent out. All the stores in the city were closed and placards placed on tbe doors-"Closed in cons?quence of the disaster at the Capitol." No more business was done during the day. To? night meetings were held by members of the press association, members of late military associations, and members of tho bar, and of the citizens generally. Cuban despatches state that Valtna seda demands to bo relieved of com? mand in Cuba, mid refused to obey the orders of Rhodas, to meet at Puerto Principe. Tbe commander of the port of Havana refuses to obey orders from Spain, to deliver up the steamer Lloyd. Spanish reports announce the defeat of Diaz in Macio mountains. SAVANNAH, April 27.-The Sonthern Pres9 Association elected A. R. Lamar, President; F. W. Davis, vice-President; A. W. Reese, Seoretary and Treasurer; J. H. Estelle, Joseph Engelhard and W. D. Mann, Executive Committee. Tbe association adjourned sine die. The Georgia State Press Association also ad? journed this morning. The delegates proceeded to Bethseda to attend the 120th anniversary of the Union Society. To-night a supper will be given to tho press by the citizens. ATLANTA, April 27.-Both houses met nt noon to-day. Tbe joint committee appointed to wait upon Gov. Bullock and General Terry, made a report to the House, recommending that the views and suggestions of Gov. Bullock be adopted. Gov. Bullock, communicating his views to the Committee, suggested the passage of a joiut resolution adopt? ing tho appropriation Act of 1869 for the first aud second quarters of the present year; also, a resolution containing the tax Act of last year. Tho Governor again requests the appointment of a com? mittee of investigation iu regard to the chargent made against him by Treasurer Augur, and also to investigate tho uso of funds by tho Stato Treasurer for the Treasurer's personal benefit, and the system of book-keeping in that office, ile also recommends a committee of in? vestigation iuto the affairs of the State Road, and that this being accomplished aud approved by the General command? ing the district, the Legislature adjourn to such day as they may determine. The House adjourned without action, unlil to-morrow. The Senate, by a vote of 24 to 8, adopted tho suggestions of tie Governor, and adjourned until to? morrow.
