PAIUH, April 21.-Bonher, President,
presented the Emperor to-day at the
Tnilleries with the Senatus consullum on
plebiscitum as unanimously adopted by
the Senate.
The imperial printing office will, to?
morrow, commence the publication of
the imperial proclamation regarding
plebiscilum with a text of plebiscitum. In
the proclamation the Emperor gives a
resam of the reforms introduced since
1860 to the present moment. He dwells
on the fortunate results to come from
them, namely: Stability of institutions
and the easy transmission of power to
the heir of the throne. The formula of
plebiscitum is brief and simple. A vote
will be taken on the 8th of May aud
verified on the 10th, and the results
officially announced on the 12th. Prince
Napoleon, who left Paris before the re?
cent debates in the Seuate, because the
Emperor desired that he would take no
part in the discussion on his succession
to the throne, returned on Saturday.
Marquis D'Andelarre, leader of tho left
centre in the Corps L?gislatif, publishes
a letter denying the report that the left
centre ceases to exist as a party.
LONDON, April 22.-The police are
vigilant in the neighborhood of the Pull
Mall Gazette office, which the Fenians
have threatened to destroy.
The Fenians are unusually active.
Arms and other war materials were
seized, yesterday, at Manchester and
New Castle.

MADRID, April 22.-A Carlist deputy

owing: At the recent elections in Rhode
Island, five Counties failed toeleot mem?
bers of the Legislature-no candidate
having received a majority. At the re?
cent election, the Democrats carried
those Counties. This result, it is said,
will secure the election of Mr. Bradley,
Chief Justice of that Stato, to succeed
Anthony.

Springs (Arkansas) reservation is under
consideration. Evarta has dosed his ar?
gument before the Judiciary Committee,
on the MoGarrahan case; Pusehnll con?
cludes hiB argument on Mouduy. Tho
Howard Corruption Committee subjected
one of Wood's witnesses to three hours'
cross-examination, during which it
transpired that Howard got an uoro of
land adjacent to the University without
consideration. Members of Howard's
family and staff also got property upon
what appears nominal consideration.
In the House, after acting on a num?
ber of private bills, a contest arose as to
precedence. Among the contestants was
Butler, with his geueral disability bill.
The tariff was resumed. The Hone is in
session to-night.
In the Souate, Ramsey submitted a
report, in relation to tho Trans-Conti?
nental Railroad, which was ordered to
be printed. Chandler's resolution look?
ing to annexation of the Winnepeg
country is under consideration.
In the Senate, the bill to perfect title
and jurisdiction of United States Na?
tional Cemeteries by legislative action of
States, also, the invalid pension bill
passed; tho bill appropriating about
$30,000,000 to pay internal revenue of?
ficiais, appointed South at the close of
the war, was objected to by Edmunds,
as he intended to make a speech on it.
Sumner thought parties ought to go to
Andrew Johnson for their puy.
Sawyer's bill, prescribing the oath of
office for participants in the rebellion,
not disqualified by the fourteenth amend?
ment, passed. The oath is the same as
that taken by members of Congress,
whose disabilities have been removed.
The bill will practically relieve nearly
500,000 people and enable the majority
of the Southern people to hold Federal
office. Adjourned to Monday.
Internal revenue receipts to-day, $478,

Gen. Williamson has been appointed
special post office agent for Texas.
Judge Humphreys, of Alabama, has
been nominated for the Supreme Court.
