to conscription has not abated. Yester?
day a number of men entered Seville
from tho neighboring villages of Comas
and Santiponio with banners flying and
shouting "Vive R?publique!" "Down
with conscription I" They were evi?
dently sent out to teBt the disposition of
the people for a general rising. The
rioters were promptly arrested by the
authorities, when groups of people
formed arouud the guard, and, for a
time, it was thought that efforts would
be made to rescue them. They were
lodged in jail after some difficulty, and
the orowd dispersed. The city then be?
came quiet.
Troubles nt Barcelona have been re
renewed with increased violence. The
rioters have barricades a short distance
from the city. The Captain-General no?
tifies the Government that he has not
force enough to carry them. Prim sent
Geo. Bularick to the scene.
PABIS, April 7.-It is reported that the
opposition will issue a proclamation con?
cerning plebiscitum.
Bullion increased in tho Bank of

MONTREAL, April G.-General Lindsay
arrived here yesterday, and has issued an
order taking command of troops in Que?
bec and Outario. General Lindsay will
command an expeditiou to Red River,

servioo had expired, arrived this morn?
ing, and were escorted by the military

In the House, the Committee on Com?

on the Mississippi and its tributaries.
Clarke introduced a bill making appro?
priations for the improvement of Gal?
veston harbor; also whether further legis?
lation was necessary to entitle Texas to
school lands. A bill was passed extend?
ing the time for trial for forgery and per?
jury in bounty claims, to four years. The
bill regulating the exerciso of admiralty
jurisdiction in the United States Courts,
was passed. Tho tariff was resumed,
when the House adjourned.
The Virginia question was argued for
an hour and a half. Chase made only
incidental interrogatories, and holds tho
case under advisement.
In the Senate, a resolution was passed,
ordering tho Judiciury Committee to re?
port the statua of Indians under the
fourteenth and fifteenth amendments.
In the Senate, McDonald introduced
a bill for the relief of Edward Fitzger?
ald, Catholic Bishop in Arkansas.
Kellogg introduced a bill to secure a
uniform and permanent system of levee,
to protect tho Mississippi Valley from
overflow. Referred to tho Committee
on Commerce. Joint resolution extend?
ing tho timo for building tho lirst twenty
five miles of tho Cairo and Fulton Rail?
road, passed. A general discussion then
followed on tho policy of granting lands
to railroads. A declaratory Act, extend?
